2.5.8 The actions will be implemented over the course of the strategy. A
detailed timeline is set out within the strategy.
2.6 Performance Projections
The implementation of the actions proposed within the strategy will
enable the requirements of the national waste agenda during this
period to be met. The projected recycling performance arising from the
proposals is 61% in respect of household waste and 56% in respect of
municipal solid waste by 2016.
3. Proposals
3.1 That the Executive approves the Waste Strategy and implementation
plan (2012 to 2016) as attached at Appendix A.
3.2 That the Executive agree to the completion of procurement exercises
for the treatment of organic waste, to identify 3rd sector partner(s) for
the delivery of re-use services and the disposal of leachate for the
remaining operational life of the landfill site.
4. Implications
Financial Implications
4.1 Budgetary provision has been made to introduce food waste
collections and meet increases in landfill tax over the next two years.
The proposals will, by 2015/16, realise a cumulative revenue
efficiency of £46,000 against the Council’s agreed budget.
4.2 The Council’s capital plan includes provision for the continued
development of Shewalton landfill site and the re-development of
Largs HWRC. Additional capital expenditure of £635,000 will be
required to procure additional collection vehicles required to
implement food waste collections. This will be met from the 2011/12
underspend of Zero Waste funding that was allocated to implement
food waste collections.
Human Resource Implications
4.3 The strategy proposes the creation of four additional posts of Waste
Awareness Officer.
Legal Implications
4.4 The proposals will assist in the achievement of statutory targets in
respect of recycling and landfill diversion.
