Evan EllisABSTRACTThis essay analyzes the relationship between the People’s Republic of China (PRC) and Colombiain the strategic context of the region. It starts with an analysis of why the growing relations betweenChina and the region comprise a key security and defense concern, despite the primarily economicnature of the relationships. It continues with an analysis of Chinese strategic interests in Colombia inthe context of the PRC’s strategic interests in the region generally, which includes access to primaryproducts and markets, efforts to isolate Taiwan, and to foster a safe environment for China’s rise in theworld. It concludes that relations between the PRC and Colombia in recent years has been primarilycommercial in nature, and has many strategic implications for Colombia, including developmentsin the structure of their trade, the increase in human trafficking, and the indirect empowerment ofirregular forces and external threats in the region . Additionally it asserts that the China-Colombia-US relationship should be understood as a triangle in which the development of one part impacts theothers, but with opportunities to collaborate, including on defense and crime issues, which matter tothe entire region. The Chilean resource allocation model fordefense investment: Impacts and regional comparisons(El modelo de asignación de recursos paralas inversiones en defensa chileno: Impactos y comparaciones regionales)Alejandro Arévalo SarceABSTRACTThe current resource allocation model for the acquisition of weapons systems in Chile, based onLaw No. 13 196 on Copper Reserves (LRC) and its modifications over time, responds to a specifichistorical context, the last records dating to documents introduced with the creation of the SupremeDefense Council (CONSUDENA) in 1941. Comparative models of resource allocation for nationaldefense bring with it a solid organizational structure within the executive branch that includes apermanent relationship with the legislature. The time-cycle characteristics of weapon systemsacquisition and deployment tell us that associated resources cannot be in response to circumstantialSecurity and Defense Studies Review 2009/Edición 2009/ Edicão 2009/ Volume 9, Issues 1 & 2 143
