Together with the serious flaws evidenced by the region’s police forces, the structure ofprofessional intelligence services is one of the critical issues in the consolidation of democraticsecurity in the region. Most of these intelligence organizations are run by the military <strong>and</strong> the police,although the number of civilians being employed is also increasing. We can identify two verydifferent groups of countries in examining issues associated with on-going problems. On one side arethose countries with old <strong>and</strong> established—at least in appearance—organizations, but not necessarilyfor that reason alone enjoying broad legitimacy (the SIDE in Argentina, the ABIN in Brazil, <strong>and</strong>the DAS in Colombia). On the other, there are a number of countries with emerging intelligenceservices in search of legitimacy <strong>and</strong> professionalism. This is true of the ANI in Chile <strong>and</strong> the DINIin Peru, while the governments of Bolivia, Ecuador <strong>and</strong> Venezuela are trying to establish, throughlegislative reform, intelligence organizations that are completely new.
