Abstract: Economic conditions in Mexico and Latin America as well as lack of
job opportunities and development of peoples have forced a lot of people to seek
new horizons in the United States. According to the National Population Council,
CONAPO (2012), in recent decades the flow of Mexican migrants from the centralwestern
and northern regions to the United States has had a considerable increase.
This situation makes it suitable for an exploratory study on state policies that serve
this sector of vulnerable population.
This paper aims to describe the plans and programs for migrant contained in the
websites of systems DIF (Integral Family Development) in some states of Mexico.
These states were selected according to their geographical location and its index
of migratory intensity. Among the most significant findings was found that each
of the states studied has a welfare law, but only four of them referred to as subject
migrant beneficiary; besides the three states that have a very high rate of migration
intensity not include the figure of the migrant as a beneficiary in their welfare law.
No evidence of the practical implementation of programs aimed at migrants found.
This represents an important public policy developers, with the intention of creating
a broader view of the migration issue in our country input.
Keywords: Migration, welfare, DIF systems, migrants, vulnerable groups.
