UN surveys gamma<br />

emissions over Iraq<br />

UNITED NATIONS- The United Nations said it tracked<br />

gamma emissions over Iraq in an effort to <strong>de</strong>tect any remaining<br />

nuclear weapons materials and flew over Baghdad<br />

for the first time without Iraqi obiections.<br />

A statement from the U.N: Special Commission, in<br />

charge of scrapping Iraq's weapons of mass <strong>de</strong>struction,<br />

said the recent aerial surveys were to verify Iraq's <strong>de</strong>clarations<br />

of its nuclear weapons program, which has been largely<br />

eliminated. A recent helicopter survey plotted the locatIon<br />

of the electromagn<strong>et</strong>ic radIation, particularly that above<br />

normallevels, and inclu<strong>de</strong>d five new sites in and around<br />

municipal Baghdadand in central and northwestern Iraq.<br />

IraqI autbaities in the past had objected to overflights in<br />

and around Baghdad but there was no sign of protest for<br />

this flight. The survey was to verify current knowledge of<br />

radioactive materials, investigate new sites and periodically<br />

check any changein the level of radiation.<br />

"Major changesin emission levels might be indicative of<br />

movements of radioactive materials whIch should be subject<br />

to monitoringand verification," the statement said.<br />

The commissionis about to embark on a long-term monitoring<br />

programto make sure Iraq does not reacquire nuclear,<br />

chemicalbiological and ballistic weapons.<br />

It estimatedat least six months were nee<strong>de</strong>d to test and<br />

implement the program before reporting to the Security<br />

Council itis satisfied Iraq no longer possesses its most dangerous<br />

weapons,banned since the Gulf War. The council<br />

then must <strong>de</strong>ci<strong>de</strong> wh<strong>et</strong>her to lift the oil embargo, in place<br />

since Iraq's troops inva<strong>de</strong>d Kuwaiti in August 1990..U.S.<br />

Ambassador Ma<strong>de</strong>leine Albright believes the commission<br />

should takeup to a year to test the monitoring 'program.<br />
