launched against the outlawed<br />
Kurdistan Workers' Party (PKK)<br />
in Europe have <strong>de</strong>livered a serious<br />
blow to- the financial resources<br />
of this organization but<br />
will unavoidably strengthen the<br />
say of radical leadç,rs on its<br />
chairman Abdullah Ocalan. In<br />
the coming period, the PKK is<br />
expected to fall more and more<br />
un<strong>de</strong>r the influence of hard liners,<br />

organization appears now to be<br />
no more than a window display<br />
which hé believes and others tolerate.<br />
According to observers who<br />
f~llow the org'lpization's actiyilies<br />
c1o~ely,Ocalan hasdlstanted<br />
himself from Turkish and<br />
regional realities mainly as a result<br />
of living out of the area for<br />
the past 14 years.<br />

running the risks involved in<br />

years, the PKK. has expan<strong>de</strong>d<br />
both its numbers and its zones of<br />
action, with the influence on the<br />
organization of its grassroots<br />
and field command~rs increasing<br />

One claim is now that Ocalan<br />
no longer fully controls his organization<br />
but that the organization<br />
is controlling him, and that<br />
the movement is currently <strong>de</strong>vouring<br />
its lea<strong>de</strong>r. Security offiçjals<br />
believe it is impossible for<br />
Ocalan alone, living ID a self-imposed<br />
exile in the Middle East,<br />
to be in a position to organize<br />
activities from Europe to Australia<br />
and from America to the<br />
