however. Only the cash. This episode
has been documented. Think
about the connections involved in
this matter of fictitious exports ... I
hereby explicitly declare that the
documents have shown that it has
been the PKK that has directed the
fictitious exports in the Southeast.

Noting that in general, fictitious
exports. took place through small
customs checkpoints h\\vmg. "one

are from three or four southeastern

TL 200 billion approved for
starting work on Urfa Tunnels

ANKARA- The Public Works and Housing
Ministry has approved the first half of
the TL 400 billion loan that the AkpInarfirm
has demanded from the Turkish Development
Bank. The loan is for the construction
of the Urfa Tunnels,
the most critical component
of the Southeast Anatolia Project
(GAP).
The construction of the tunnels had been
halted for several months due to the financial
crisis of the contracting firm Akpmar. The
company had stopped work on the tunnels,
claiming that skyrocketing cement prices
had created serious financial problems for
the company.
The firm then submitted a request for
government assistance to resolve the matter,
though the articles of the original
mentIOned no such option.

AN KARA- Turkey's Kurdish-based Democracy
Party (DEP) proposed on Tuesday
a ceasefire between Turkish government
forces and Kurdish separatists until
nationwide local elections on March 27.
"If a lasting .truce is not possible, then
we invite the sides to mutual ceasefire
news agency reported that TL 200 billion of
this amount had been approved and sent to
the Public Participation Administration
(KOl).
The Public Works and Housina Minister,
Onur Kumbaraclba~l, told Anatoiia that the
loan, which will come from the KOl's financial
resources. will be extended to the firm
under the supervision of the State Hydraulic
Works (DSl). Kumbaraclba~1 said that the
ministry plans to complete the tunnels one
year before the scheduled time, and that the .
lITigation of the Harran valley will start next
irrigation season. "If the company does not
start work after it gets the loan, the contract
will be cancelled, and we will reopen public
bidding for the project," said the minister.
Akpmar executives had announced earlier
that the cement prices over the past. few
years have gone up significantly above the'
rate of depreciatIOn of the Turkish lira
against the dollar and this has put the company
into serious financial jeopardy.

The separatist Kurdistan
Workers Party (PKK) has said it may
disrupt the elections in the mainly-Kurdish
southeast and east. The PKK killed
eight Turkish soldiers in two overnight attacks
on a border post in Siirt province
and on military buildings in Idil township,
the Anatolian news agency said. Another
soldier and a civilian were shot dead in
Diyarbalar city by gunmen on Monday.
About 10,500 people have been killed m
Turkey since 1984 when the PKK
launched a war for a separate Kurdish
state.
