Democracy Party opposes changes in Election Law Claims amendments aim to create afraudulent electoral system Turkish Daily News ANKARA- Democracy Party (DEP) Chainnan Hatip Dicle claimed on Wednesday that the recent amendment to the Electoral Law aImed to create a fraudulent electoral system. At a press conference in Parliament, Dicle said he and his colleagues would not take political responsibility for an election where undemocratic provisions of the Electoral Law would be applied. Dicle added that if such election fraud continued to be supported, his party would reconsider participating m the elections. Asked if that meant his party would decline from participating in the upcoming elections, Dicie said that the issue first had to be discussed within the party before any decision could be given. Dicle said that the DEP wanted to be certain that the elections take place under free conditions. The DEP chairman criticized President Süleyman Demirel, Chief of Staff Gen. Dagan Güre~ and presiding .Judge of the Constitutional Court Yekta Güngör Ozden for adopting positions against his party. Dicle claimed that the lawsuits filed in an attempt to close down the DEP and the removal of dirlomatic immunity from some deputies, were al politically motivated. He further claimed that those cases violated both international accords to which Turkey was a signatory and Article 90 in the Constitution. They fear the democratic system' By Alistair Lyon Reuters AN KARA- An Iraqi Kurdish spokesman said on Wednesday that calm had returned to northern Iraq after a week of fighting between his faction and Islamic fundamentalists in which about 30 people were killed and up to 150 wounded. "The clashes have subsided. It is tinished," Latj(Rashid, London-based spokesman of the Patriotic Union of Kurdistan (PUK), led by lalal Talabani, told Reuters by telephone. A PUK 'statement on Tuesday said all the fundamentalists' bases had been captured and scor,es of its tighters arrested, but spoke of i~ated pockets of resistance in remote locations. Rashid said about 30 people had been killed and 100 to 150 wounded in battles which began on December 21. The two sides used mortars, rocket launchers and heavy machine guns, He said the PUK had handed Mullah Osman Abdul Aziz, the captured leader of the Islamic Movement of Kurdistan (lMK), to Kurdistan Democratic Party (KDP) leader Masoud Barzani. Barzani had repeatedly appealed for a cease tire and offered to mediate m the conflict which engulfed wide areas of the north and spread to major cities such as Irbil and Sulaimaniya. A U.N. official in Baghdad also said that the violence had died down and aid distribution was back to nonnal. "Now the situation is quiet. We're doing our work normally," Mohammed Zejjari, the U.N. coordinator in Iraq, told Reuters. He said trucks carrying relief goods were moving as usual, but a U.N. omcial in Ankara said trucks were piling up at the Turkish border after convoys were suspended late on Monday. Zejjari voiced concern on Tuesday for the safety of his 500 international staff in the area. They include 287 lightly armed y.N. guards who protect aid convoys and rehef workers. The violence, the latest in a series of clashes involving the Islamic Movement, was among the ~worst between Iraqi Kurdish groups since they took control of a large swathe of northern Iraq after the 1991 Gulf War, backed by allied air power. Western warplanes based in Turkey still patrol northern skies to deter the Baghdad government from attacking the Kurds. The KDP and PUK, the biggest guerrilla groups in the north, emerged as joint winners from parliamentary elections held in 1992 and fonn the backbone of a regional Kurdish government. They have generally put their past disputes behind them in an effort to buifd a credible Kurdish authority backed by an integrated force containing guerrillas from all factions. The Islamic Movement has refused to obey government rules or to merge its militia with the unified pe,~hmerga force. Friction with pro-government l'orees, particularly those loyal to the determinedly secular PUK, has sometimes !lared into violence. The PUK statement said the Kurdish leadership was discussing arranoements to assess how "the resurgence of the threat from militant fundamentalism could be avoided in the future". Rashid blamed Iran fo'r ir.citing the IMK to defy the fragile Kurdish government and lindennine its authority. "The Islamic Movement was encouraged by Iranian ~roups, by the Iranian government," he said. Iran and other countries in the region are not happy with the Kurdish democratic, multi-party experiment. They fear the democratic system. He said Iran had mobilized forces on the border during the past week's fighting and had shelled villages in the Qala Dlzeh and Raniya areas. This could not be independently contirmed. Rashid said the IMK was welcome to operate like any other political party in the north within the parliamentary system. "They got only four percent of the vote in the elections, but they want to impose their will on the other 96 percent. They want a government according to sharia (Islamic law)." "We are not agamst Islam. We are all Moslem. But we think people should have the freedom to choose," he added. "We want to change from u militia society to one ruled by law and order." 147
