On Iraq in Move to
Keep UN Oil Ban

York - Hardening its position toward
Saddam Hussein's government,
the Clinton administration
wants to impose tou!h new reqùirements
for lifting the United Nations
ban on Iraqi oil exports.
The United States is urging other
members of the Security Council to
insist that Iraq recognize Kuwait as
an independent country and stop
persecuting dissident Kurds and
Shiite Muslims.
These conditions would be in addition
to the council's demands,
made at the end of the Gulf war,
that Iraq disalm and let the UN
monitor its military industries.
The U.S. position, supported by
Britain, France and Russia, three
of the council's other four permanent
members, stems from mistrust
of Mr. Saddam, officials said. It
makes it less likely than seemed to
be the case a few months ago that
Iraq will start seJling oil again soon.
The position of èbina, the fifth
permanent member, is not known.
Over the last year, the price of oil
has dropped from about $19 a barrel
to about $14.50. This was mainly
because of weak demand but
also because the market concluded
that Iraq was trying to strike a deal
with the Security Council that
would allow it to sell oil again.
The tougher. U.S. policy could
lead to a rise in prices.
Setting out the administration's
position in an interview Friday,
Madeleine K. Albright, the U.S,
representative at the United Na.
tions, called for "a two-phased approach"
to lifting the ban on Iraqi
oil sales.
INTERNATIONAL
First, she said, Rolf Ekeus, head
of the. UN commission overseeing
Iraq's disarmament, must certify
that Iraq has abandoned its nuclear,

programs as called for in Security
Council Resolution 687.
The special commission must
also show, she said, that it is able to
monitor Iraqi industry to make
sure Iraq does not try to make such
weapons again.
"I've said we want a proven track
record of six to 12 months' monitoring,"
Mrs. Albright said.
But in addition, she said, Iraq's
compliance with other Security
Council resolutions must be taken
into account in "any assessment of
its readiness to rejoin society."
This means the Iraqi president
must give "clear evidence of respect
for Kuwait's borders" and also
"show respect for his own people"
by ending his blockade of the
Kurds in the north and his attacks
against dissident Shiite Muslims in
the south.

to try to persuade Iraqi officials

Mr. Ekeus based his talks on a
literal reading of Resolution 687,
which says the ban on foreign
countries' buying Iraqi oil "shall
have no futther force or effect"
once the council decides Iraq has
complied fully with its disarmament
demands.
Iraq would thus be free to resume
oil exports, and reap billions
of dollars in revenue, though the
Security Council is expected to insist
that a third of the money be
used as compensation for victims
of Iraq's invasion of Kuwait.
But U.S. officials now argue that
the council is effectively being
asked to judge the likelihood that
Mr. Saddam will continue respecting
those provisions after the ban
on oil sales is lifted.

Incendie de Mulhouse: l'enquête s'annonce difficile alors que le
propriétaire soupçonne les séparatistes kurdes
MULHOUSE, 20 déc (AFP) - Au lendemain de la confirmation de la thèse
criminelle dans l'enquête sur l'incendie d'Un immeuble occupé par des Turcs
qui a fait six morts et cinq blessés, le 21 novembre à Mulhouse (Haut-Rhin),
l'enquête s'annonçait délicate, mardi, alors que le propriétaire de l'immeuble
affirmait soupçonner les séparatistes kurdes.
Les résultats des analyses de prélèvements ont révélé des traces
d'hydrocarbures dans la cage d'escalier, notamment au premier étage, où se
trouvait l'appartement du propriétaire, Bayram Gocurucu •.
Les enquêteurs n'excluaient, mardi, aucune piste, vengeance d'ordre privé
ou commercial, acte raciste. Mais ils ont également entendu le propriétaire
qui leut' a détaillé les tent.atives de pt'élèvement "d'impôt t'évolutionnait'e"
par des inconnus de la mouvance du PKK (Parti des travailleurs du Kurdistan,
en lutte contre le régime d'Ankara). Une pratique selon la police répandue en
Alsace, où est installée une forte communauté turque.
M. Gocurucu, qui a toujours soutenu la thèse d'un acte criminel, a
réitéré, mardi, à des journalistes ses soupçons à l'encontre des séparatistes

et fin octobre derniers, différents groupes d'hommes, inconnus de lui et se

Devant ses refus réitérés, les hommes, sans proférer de menaces
explicites, auraient indiqué à leur dernier passage qu'ils auraient "de toutes
façon cet argent". M. Gocurucu, qui avait ouvert son commerce en 1990, affirme
n' avo it' ét é v ict ime d'aucune demande "d' impôt t~évo1ut ionnaÏt'e" avant cet
automne.
Le 3 novembre, le commerçant déposait plainte contre X au commissariat
pour tentative d'extorsion de fonds.
