On Iraq in Move to<br />

Keep UN Oil Ban<br />

Saddam Hussein's government,<br />

the Clinton administration<br />

wants to impose tou!h new reqùirements<br />

for lifting the United Nations<br />

ban on Iraqi oil exports.<br />

The United States is urging other<br />

members of the Security Council to<br />

insist that Iraq recognize Kuwait as<br />

an in<strong>de</strong>pen<strong>de</strong>nt country and stop<br />

persecuting dissi<strong>de</strong>nt Kurds and<br />

Shiite Muslims.<br />

These conditions would be in addition<br />

to the council's <strong>de</strong>mands,<br />

ma<strong>de</strong> at the end of the Gulf war,<br />

that Iraq disalm and l<strong>et</strong> the UN<br />

monitor its military industries.<br />

The U.S. position, supported by<br />

Britain, France and Russia, three<br />

of the council's other four permanent<br />

members, stems from mistrust<br />

of Mr. Saddam, officials said. It<br />

makes it less likely than seemed to<br />

be the case a few months ago that<br />

Iraq will start seJling oil again soon.<br />

The position of èbina, the fifth<br />

permanent member, is not known.<br />

Over the last year, the price of oil<br />

has dropped from about $19 a barrel<br />

to about $14.50. This was mainly<br />

because of weak <strong>de</strong>mand but<br />

also because the mark<strong>et</strong> conclu<strong>de</strong>d<br />

that Iraq was trying to strike a <strong>de</strong>al<br />

with the Security Council that<br />

would allow it to sell oil again.<br />

The tougher. U.S. policy could<br />

lead to a rise in prices.<br />

position in an interview Friday,<br />

Ma<strong>de</strong>leine K. Albright, the U.S,<br />

representative at the United Na.<br />

tions, called for "a two-phased approach"<br />

to lifting the ban on Iraqi<br />

oil sales.<br />

INTERNATIONAL<br />

First, she said, Rolf Ekeus, head<br />

of the. UN commission overseeing<br />

Iraq's disarmament, must certify<br />

that Iraq has abandoned its nuclear,<br />

cheJJl1caland biological weapon<br />

programs as called for in Security<br />

Council Resolution 687.<br />

The special commission must<br />

also show, she said, that it is able to<br />

monitor Iraqi industry to make<br />

sure Iraq does not try to make such<br />

weapons again.<br />

"I've said we want a proven track<br />

record of six to 12 months' monitoring,"<br />

Mrs. Albright said.<br />

But in addition, she said, Iraq's<br />

compliance with other Security<br />

Council resolutions must be taken<br />

into account in "any assessment of<br />

its readiness to rejoin soci<strong>et</strong>y."<br />

This means the Iraqi presi<strong>de</strong>nt<br />

must give "clear evi<strong>de</strong>nce of respect<br />

for Kuwait's bor<strong>de</strong>rs" and also<br />

"show respect for his own people"<br />

by ending his blocka<strong>de</strong> of the<br />

Kurds in the north and his attacks<br />

against dissi<strong>de</strong>nt Shiite Muslims in<br />

the south.<br />

This summer, Mr. Ekeus got a<br />

But U.S. officials now argue that<br />

the council is effectively being<br />

asked to judge the likelihood that<br />

Mr. Saddam will continue respecting<br />

those provisions after the ban<br />

on oil sales is lifted.<br />

MULHOUSE, 20 déc (AFP) - Au len<strong>de</strong>main <strong>de</strong> la confirmation <strong>de</strong> la thèse<br />

criminelle dans l'enquête sur l'incendie d'Un immeuble occupé par <strong>de</strong>s Turcs<br />

qui a fait six morts <strong>et</strong> cinq blessés, le 21 novembre à Mulhouse (Haut-Rhin),<br />

l'enquête s'annonçait délicate, mardi, alors que le propriétaire <strong>de</strong> l'immeuble<br />

affirmait soupçonner les séparatistes kur<strong>de</strong>s.<br />

Les résultats <strong>de</strong>s analyses <strong>de</strong> prélèvements ont révélé <strong>de</strong>s traces<br />

d'hydrocarbures dans la cage d'escalier, notamment au premier étage, où se<br />

trouvait l'appartement du propriétaire, Bayram Gocurucu •.<br />

Les enquêteurs n'excluaient, mardi, aucune piste, vengeance d'ordre privé<br />

ou commercial, acte raciste. Mais ils ont également entendu le propriétaire<br />

qui leut' a détaillé les tent.atives <strong>de</strong> pt'élèvement "d'impôt t'évolutionnait'e"<br />

par <strong>de</strong>s inconnus <strong>de</strong> la mouvance du PKK (Parti <strong>de</strong>s travailleurs du Kurdistan,<br />

en lutte contre le régime d'Ankara). Une pratique selon la police répandue en<br />

Alsace, où est installée une forte communauté turque.<br />

M. Gocurucu, qui a toujours soutenu la thèse d'un acte criminel, a<br />

réitéré, mardi, à <strong>de</strong>s journalistes ses soupçons à l'encontre <strong>de</strong>s séparatistes<br />

Devant ses refus réitérés, les hommes, sans proférer <strong>de</strong> menaces<br />

explicites, auraient indiqué à leur <strong>de</strong>rnier passage qu'ils auraient "<strong>de</strong> toutes<br />

façon c<strong>et</strong> argent". M. Gocurucu, qui avait ouvert son commerce en 1990, affirme<br />

Le 3 novembre, le commerçant déposait plainte contre X au commissariat<br />

pour tentative d'extorsion <strong>de</strong> fonds.<br />
