regula� ng framework that will enhance their overall level of accountability,<br />
therefore increasing and ensuring more and be� er eff ec� veness and<br />
effi ciency in the development process.<br />
While the focus on suppor� ng an improvement on current legal and<br />
regulatory framework should not be reduced, through a Compact, the non<br />
state actors in partnership with SWC, the regulatory body for non state sector<br />
led development, can encourage the compliance of minimum standards on<br />
how to improve the delivery of aid at local level.<br />
Below are some examples of standards that could be included in the<br />
Nepal Compact:<br />
Transparency:<br />
Minimum prac� ces in the ways programs and ac� vi� es are reported<br />
to local communi� es and stakeholders, including se� ng of standard tools<br />
(social audit, score cards etc) to be used in order to provide clear oversight<br />
on the implementa� on of the ac� vi� es; quality and relevancy of informa� on<br />
and data provided to local communi� es/benefi ciaries and local stakeholders<br />
on program/project, proac� vely implemen� ng the principles underpinning<br />
the Right to Informa� on.<br />
AidInfo is also looking with interest at the current situa� on in Nepal<br />
having recently organized a workshop on accountability and transparency<br />
in Kathmandu. AidInfo with its technical exper� se could be instrumental<br />
not only for suppor� ng the current process of aid related info dissemina� on<br />
among stakeholders at the highest level but could also suppor� ng the<br />
na� onal eff orts in favour of the crea� on of standards on micro level aid data<br />
sharing where the local communi� es will be the fi rst users.<br />
Coordina� on:<br />
Avoidance of duplica� on and overlapping with a set of standards for<br />
coordina� on at central and district level in the planning and during the<br />
execu� on of program ac� vi� es, including division of labor among non state<br />
actors<br />
Ownership:<br />
Minimum set of standards regula� ng the level and quality of par� cipa� on<br />
of local communi� es/benefi ciaries in planning, implementa� on, monitoring<br />
and evalua� on. The standards should off er some benchmark on ways to<br />
engage and involve the communi� es and benefi ciaries during the diff erent<br />
phases of project cycle<br />
