Conclusion<br />

In conclusion it is recommended that eff orts should be made to<br />

gradually reduce the extent of disguised unemployment in informal sector<br />

and promote self-employment in both rural and urban areas. A top priority<br />

should be to expedite investment in mega-projects especially infrastructure<br />

such as road and hydropower not only to create employment opportuni� es<br />

at home but also for achieving double-digit growth with substan� al poverty<br />

reduc� on. Since employment is a key to development, it is also necessary<br />

to promote safe, decent and lucra� ve employment at home and abroad by<br />

impar� ng technical and voca� onal educa� on comprising basic knowledge<br />

of English, Mathema� cs and Computer, which would certainly help increase<br />

the fl ow of remi� ances. There is also need to modulate educa� on, health<br />

and nutri� on policies to improve quality of human resources instrumental<br />

to compete at interna� onal labor market for middle level manpower and<br />

maximize the benefi ts from globaliza� on.<br />

While selec� ng development projects adequate a� en� on should<br />

be provided to Medium Term Expenditure Framework (MTEF), Poverty<br />

Reduc� on Strategy Paper (PRSP), and Millennium Development Goals<br />

(MDGs) especially to expedite foreign assistance from donor communi� es<br />

for growth and poverty allevia� on. In addi� on, it is essen� al to develop<br />

infrastructure by a� rac� ng FDI in coopera� on with private sector such as:<br />

(a) High-ways and expressways connec� ng east-west across mountainous<br />

region and north-south across three ecological regions; (b) Railways<br />

connec� ng India across east-west terai; (c) Ropeways with country-wide<br />

networking; (d) Construc� on of interna� onal airport at Lumbini, Biratnagar<br />

and Pokhara; (e) Building of fast-track tunnel road connec� ng Kathmandu<br />

and Hetauda, and construc� on of outer ring-road in Kathmandu valley under<br />

BOOT arrangement; (f) Opera� on of electric train in Kathmandu Valley; (g)<br />

Construc� on of railway connec� ng Khasa, Chinese border and Lumbini<br />

via Kathmandu; (h) Construc� on of cross-border railway links between<br />

Nepal and India via major southern customs points; and (i) Produc� on<br />

of hydropower equal to 2,500 MW to meet domes� c requirements and<br />

eliminate load-shedding by 2015, and also for expor� ng surplus electricity<br />

to India in future.<br />

In addi� on, NRN should be encouraged to develop hydropower, construct<br />

star hotels, operate cable cars at important tourist des� na� ons and run trolley<br />

bus services in major ci� es, establish hospitals and educa� onal ins� tu� ons<br />

at interna� onal level, and preserve and develop biodiversity especially ecosystem<br />

and species for commercial u� liza� on. Economic corridors, export<br />

processing zones, and special economic zones should be set-up at various<br />

industrial loca� ons, and dry-ports should be constructed to speedily back up<br />
