• Continue to follow the IATG process and exchange views with the IATG<br />

technical review panel with a view to, where appropriate, contributing to<br />

the review and implementation of the guidelines in order to enhance the<br />

prevention of IED incidents; and<br />

• Continue discussions on victim assistance so that those providing<br />

assistance would bear in mind the 2008 Plan of Action on Victim<br />

Assistance of Protocol V70 and the principles of age-sensitive and<br />

gender-sensitive medical care, rehabilitation, psychological support<br />

and adequate assistance for social and economic inclusion in a<br />

non-discriminatory manner.<br />

In addition, the Group of Experts was mandated to review the operation<br />

and status of the Protocol, as well as to consider matters arising from reports<br />

by High Contracting <strong>Part</strong>ies and the development of technologies to protect<br />

civilians against indiscriminate effects of mines. 71 The Group of Experts<br />

decided to further continue the IED deliberations. 72 In addition, the outcome of<br />

the work of the Group of Experts would be considered by the Fourteenth Annual<br />

Conference of the High Contracting <strong>Part</strong>ies to Amended Protocol <strong>II</strong> in 2012.<br />

Protocol V on Explosive Remnants of War<br />

Protocol V Meeting of Experts<br />

The Meeting of Experts took place in Geneva from 6 to 8 April. It was<br />

opened and chaired by Mikhail Khvostov (Belarus), President-designate of the<br />

Fifth Conference of the High Contracting <strong>Part</strong>ies to Protocol V on Explosive<br />

Remnants of War. The Meeting of Experts comprised sessions on six<br />

substantive issues: (a) clearance, removal or destruction of explosive remnants<br />

of war (ERW); 73 (b) Article 4 Generic Electronic Template; 74 (c) cooperation<br />

and assistance and requests for assistance; 75 (d) generic preventive measures; 76<br />

(e) national reporting; 77 and (f) Web-based Information System for Protocol<br />

V. 78<br />
