• Two additional coordinators on transparency reporting and on national<br />
implementation measures;<br />
• Coordination Committee comprising the President, the coordinators and<br />
representatives of the United Nations, ICRC and the Cluster Munition<br />
Coalition.<br />
The Meeting also agreed to establish “as soon as possible and<br />
preferably no later than the Third Meeting of States <strong>Part</strong>ies” an independent<br />
Implementation Support Unit (ISU), hosted by the Geneva International<br />
Centre for Humanitarian Demining (GICHD) and led by a Director. The<br />
President was mandated to negotiate, in consultation with the States parties,<br />
an agreement with GICHD on the hosting of the ISU, as well as a funding<br />
model to cover the costs of the ISU activities, and present these proposals to<br />
the States parties for their approval.<br />
The Meeting submitted for consideration and recommended for use by<br />
the States parties some practical tools for the implementation of the CCM, for<br />
instance, on the application of all available methods for efficient identification<br />
of contaminated areas and release of land deemed uncontaminated, on model<br />
legislation, and on national implementation. The Meeting also warmly<br />
welcomed the Beirut Progress Report108 on the implementation of the 66<br />
concrete steps and goals (actions) contained in the 2010 Vientiane Action<br />
Plan109 and adopted the Beirut Declaration. 110<br />
The Third Meeting of States <strong>Part</strong>ies of the Convention will be held<br />
in Oslo for up to four days from 10 to 14 September 2012, and it will be<br />
chaired by Steffen Kongstad (Norway). The informal intersessional meeting<br />
of the working groups will take place in Geneva from 16 to 19 April 2012.<br />
The Meeting also appointed Coordinators111 to guide the intersessional work<br />
programme. As of the Second Meeting, the Convention was signed by 108<br />
States112 and ratified by 63 States.<br />
