Conference. 90 The report described the activities of the ISU in implementing<br />

the tasks given to it by the 2009 Meeting of the High Contracting <strong>Part</strong>ies<br />

to the Convention. 91 The tasks of the ISU were primarily to: (a) provide<br />

secretariat services for all CCW meetings; (b) facilitate communications<br />

among States parties and international organizations; (c) serve as a focal<br />

point for submission of information by and to the States parties; (d) support<br />

States in their national implementation of the Convention and its protocols;<br />

(e) assist the Secretary-General to discharge his responsibilities pursuant to<br />

the Convention and its protocols; and (f) fulfil all other tasks as mandated by<br />

the States parties to the Convention and its protocols.<br />

During the year, the ISU focused on supporting the negotiations on<br />

cluster munitions; preparing for the Fourth Review Conference; assisting the<br />

Coordinators and Chairs for Amended Protocol <strong>II</strong> and Protocol V; promoting<br />

universalization of the Convention and its protocols; administering the CCW<br />

Sponsorship Programme; and providing briefings to visiting delegations.<br />

Anti-personnel mines<br />

Eleventh Meeting of the States <strong>Part</strong>ies to the Mine Ban<br />

Convention<br />

The 1997 Convention on the Prohibition of the Use, Stockpiling,<br />

Production and Transfer of Anti-Personnel Mines and on Their Destruction,<br />

also known as the Mine Ban Convention, 92 provided in its article 11, paragraph<br />

1, for regular meetings of the States parties to consider any matter relating to<br />

the application or implementation of the Convention, including: (a) operation<br />

and status of the Convention; (b) matters arising from the reports submitted<br />

under the provisions of the Convention; (c) international cooperation and<br />

assistance in accordance with article 6; (d) development of technologies to<br />

clear anti-personnel mines; (e) submissions by States parties under article 8;<br />

and (f) decisions relating to submissions of States parties under article 5.<br />

Against this background and pursuant to the relevant decisions of the<br />

Cartagena Summit for a Mine-Free World (Second Review Conference), 93<br />

held in 2009, and the Tenth Meeting of the States <strong>Part</strong>ies, 94 held in 2010,<br />

the Eleventh Meeting of the States <strong>Part</strong>ies took place in Phnom Penh from<br />

28 November to 2 December.<br />

In accordance with the established practice, the Eleventh Meeting of the<br />

States <strong>Part</strong>ies was preceded by a series of intensive meetings and informal<br />
