institutional link between the Board and a possible high-level panel was<br />

widely recognized by the Board members.<br />

The continuing deadlock in the CD also heightened interest in the role of<br />

civil society and non-governmental organizations in the disarmament process,<br />

particularly with a view to pressing the CD to move forward on nuclear<br />

disarmament issues.<br />

As the Board of Trustees of the United Nations Institute for Disarmament<br />

Research, the Board formally adopted the Institute’s 2011 programme of<br />

work and budget69 and approved the submission of the Institute’s report to the<br />

General Assembly. It also recommended the continuing subvention from the<br />

United Nations regular budget for the biennium 2012-2013. In addition, the<br />

Board continued to urge the Secretary-General to use all the influence at his<br />

disposal to secure the Institute’s increased subvention in the regular budget of<br />

the United Nations.<br />

Disarmament studies by experts groups<br />

By its resolution 65/64 of 8 December 2010, the General Assembly<br />

decided to convene an open-ended meeting of governmental experts on the<br />

implementation of the Programme of Action to Prevent, Combat and Eradicate<br />

the Illicit Trade in Small Arms and Light Weapons in All Its Aspects70 at<br />

United Nations Headquarters in New York from 9 to 13 May.<br />

The Open-ended Meeting of Governmental Experts addressed key<br />

implementation challenges and opportunities relating to particular issues and<br />

themes, including international cooperation and assistance, and adopted its<br />

report71 by consensus on 13 May. (See also pp. 74-76.)<br />

Pursuant to General Assembly resolution 62/13 of 5 December 2007,<br />

the Secretary-General established a group of governmental experts in 2010<br />

to review the operation and further development of the United Nations<br />

Standardized Instrument for Reporting Military Expenditures. The Group,<br />

which held three sessions, 72 completed its work in May and transmitted<br />

its report73 to the General Assembly on 14 June. In the report, the Group<br />

concluded that transparency in military expenditures remained an essential<br />
