Security Observatories and through enhanced support for a multilateral<br />

evaluation mechanism and security sector assessments.<br />

Strengthening CARICOM Cooperation to Reduce Gun Crime, a<br />

three-year project, was launched in February through a partnership involving<br />

Project Ploughshares, CARICOM IMPACS and the Institute of International<br />

Relations at the University of West Indies. The project, which was undertaken<br />

with the financial support of the Government of Canada through the<br />

Anti-Crime Capacity Building Program of the Department of Foreign Affairs<br />

and International Trade, sought to improve national capacity to report on the<br />

implementation of existing agreements and build capacities in the fight against<br />

the proliferation of SALW.<br />

CARICOM also supported negotiation efforts, including the holding of<br />

preparatory committee workshops aimed at securing an arms trade treaty.<br />

Organization of American States<br />

As part of efforts to strengthen cooperation with other organizations,<br />

the Technical Secretariat of the Inter-American Convention Against the Illicit<br />

Manufacturing of and Trafficking in Firearms, Ammunitions, Explosives,<br />

and Other Related Materials (CIFTA) 31 participated in various regional,<br />

subregional, and international seminars including: the Open-ended Meeting<br />

of Governmental Experts on the implementation of the United Nations<br />

Programme of Action on the illicit trade in SALW and the International<br />

Tracing Instrument; the seminar Combating Firearms Trafficking in the<br />

Caribbean: Stockpile Management and Destruction, which was organized<br />

jointly by the United States Department of State, the Defense Threat<br />

Reduction Agency and the United States Southern Command; and the working<br />

meeting of the Advisory Group of the Stolen and Lost Firearms System of the<br />

International Criminal Police Organization (INTERPOL).<br />

The CIFTA Technical Secretariat, with the cooperation of experts<br />

provided by the Government of Mexico, worked during this period on<br />

preparing the three pending model legislation proposals that complement<br />

the Convention: (a) Draft Model Legislation and Comments on Controlled<br />

Delivery; (b) Draft Model Legislation and Comments on Recordkeeping,<br />

Confidentiality, and Exchange of Information; and (c) Draft Model Legislation<br />

and Comments on Security Measures to Eliminate Loss or Diversion.<br />

Under the United States–funded project Stockpile Management and<br />

Destruction in Central America, the Technical Secretariat, together with the<br />

United Nations Regional Centre for Peace, Disarmament and Development in<br />

Latin America and the Caribbean, conducted a number of legislative studies<br />
