organized a workshop in Baku from 12 to 13 April on the implementation of<br />

Security Council resolution 1540 (2004).<br />

For the first time, NATO officials participated as observers in the<br />

Seventh Review Conference of the States <strong>Part</strong>ies to the Biological Weapons<br />

Convention (BWC), 57 held in Geneva from 5 to 22 December. On 6 December,<br />

the NATO-Russia Council adopted a joint statement on the Seventh Review<br />

Conference, which confirmed the high value of the BWC and the work<br />

of the Review Conference, as well as the intention of the 29 States of the<br />

NATO-Russia Council to work to strengthen the implementation of the<br />

Convention and its universalization.<br />

In accordance with its tradition, NATO also attended the Sixteenth<br />

Session of the Conference of States <strong>Part</strong>ies to the Chemical Weapons<br />

Convention held in The Hague from 28 November to 2 December.<br />

At Lisbon, the Alliance also reaffirmed its commitment to the<br />

Conventional Forces in Europe Treaty (CFE) 58 with all its elements. Allies<br />

actively engaged in talks with other CFE States parties in order to preserve,<br />

strengthen and modernize the CFE regime. The Euro-Atlantic <strong>Part</strong>nership<br />

Council Ad Hoc Working Group on Small Arms and Light Weapons and<br />

Mine Action met on five occasions during the year, and its capstone event<br />

was a Structured Information Exchange to enhance opportunities for States to<br />

consult and coordinate on bilateral and multilateral SALW-related efforts.<br />

The Alliance also continued to train national experts on arms control<br />

issues at the NATO School in Oberammergau, Germany. In 2011, the school<br />

conducted nine courses (with a total of 217 participants) on arms control,<br />

disarmament, non-proliferation and confidence- and security-building<br />

measures.<br />

Middle East<br />

League of Arab States<br />

During the year, the League of Arab States (LAS) held the twentyninth<br />

and thirtieth meetings of the Follow-up Committee on Israeli<br />

Nuclear Activities. The Committee coordinates Arab positions on different<br />

disarmament issues, especially those related to the IAEA and the Preparatory<br />

Committee for the 2015 Review Conference of the <strong>Part</strong>ies to the Treaty on the<br />

Non-Proliferation of Nuclear Weapons.<br />
