to support States in developing expertise to implement effective arms transfer controls. In<br />

this regard, during the course of the year, the Institute organized the following seminars:<br />

in Casablanca (2 to 4 February) for countries of Central, Northern and Western Africa; in<br />

Montevideo (27 to 29 April) for countries of Latin America and the Caribbean; and in Bali<br />

(6 to 8 June) for countries of East Asia and the Pacific.<br />

Export controls<br />

Wassenaar Arrangement<br />

The seventeenth plenary meeting of the Wassenaar Arrangement on Export<br />

Controls for Conventional Arms and Dual-Use Goods and Technologies was held in<br />

Vienna from 13 to 14 December. 115 This meeting concluded the fourth assessment<br />

undertaken by the Arrangement to carry out a review and evaluation of its overall<br />

functioning and contribution to regional and international security and stability. Since<br />

the last assessment in 2007, the Arrangement attempted to keep pace with advances in<br />

technology and market trends, and continued its effort to contribute to international and<br />

regional security and stability. Its plenary adopted “Best Practices Guidelines on Internal<br />

Compliance Programmes for Dual-use Goods and Technologies”; 116 “Best Practices<br />

Guidelines on Subsequent Transfer (Re-export) Controls for Conventional Weapons<br />

Systems”; 117 “Revised Elements for Objective Analysis and Advice concerning Potentially<br />

Destabilising Accumulations of Conventional Weapons”; 118 and “Elements for Controlling<br />

Transport of Conventional Arms between Third Countries”, 119 and introduced a number of<br />

amendments to the control lists. 120<br />

In 2011, <strong>Part</strong>icipating States of the Wassenaar Arrangement continued efforts to<br />

make the existing control lists more user-friendly and readily understood by licensing<br />

authorities and exporters, and to ensure the detection and denial of undesirable exports.<br />

Efforts were undertaken to promote the Arrangement and to encourage voluntary<br />

adherence to its standards by non-participating States. The Arrangement continued to<br />
