discussed, inter alia, the strengthening of confidence-building measures,<br />

such as pre-launch notifications and annual declarations of ballistic missiles,<br />

space-launch vehicles and the importance of outreach activities to foster<br />

the universalization of the HCOC, and thereby, increasing the number of<br />

Subscribing States. Since the Ninth Regular Meeting in 2010, Iraq and the<br />

Central African Republic have subscribed to the Code, bringing the number of<br />

Subscribing States to 132.<br />

Florence Mangin (France) handed over the Chairmanship of the Tenth<br />

Regular Meeting of the HCOC to Nineta Barbulescu (Romania).<br />

The Chairperson of the Conference emphasized the importance of the<br />

Code together with the relevant United Nations General Assembly resolutions.<br />

After reminding States that HCOC constituted one of the very few existing<br />

multilateral instruments concerning the proliferation of ballistic missiles, the<br />

Chair highlighted Romania’s objectives for the coming year. As matters of<br />

priority, Romania would advance the full and comprehensive implementation<br />

of the Code in all its aspects, conduct regional outreach activities for<br />

advancing the process of HCOC universalization, deepen the relationships<br />

with the United Nations and with other regional and multilateral organizations<br />

and start preparations for the marking of the tenth anniversary since its<br />

creation in 2002.<br />

In the general debate, those Subscribing States making statements<br />

reaffirmed the importance of HCOC as a unique confidence-building and<br />

transparency instrument in the framework of multilateral efforts against<br />

ballistic missile proliferation. They also noted the threat to international peace<br />

and security posed by the proliferation of weapons of mass destruction and<br />

their means of delivery.<br />

It was agreed that the Eleventh HCOC Regular Meeting would be held<br />

from 31 May to 1 June 2012 in Vienna under the chairmanship of the Republic<br />

of Korea.<br />

1540 Committee: implementation of Security Council<br />

resolution 1540 (2004)<br />

Acting under Chapter V<strong>II</strong> of the United Nations Charter, the Security<br />

Council unanimously adopted resolution 1540 (2004) on 28 April 2004, which<br />

obliged all States to refrain from providing any form of support to non-State<br />

actors that attempted to develop, acquire, manufacture, possess, transport,<br />

Senegal, Serbia, Seychelles, Sierra Leone, Slovakia, Slovenia, South Africa, Spain, Sudan,<br />

Suriname, Sweden, Switzerland, Tajikistan, the former Yugoslav Republic of Macedonia,<br />

Timor-Leste, Tonga, Tunisia, Turkey, Turkmenistan, Tuvalu, Uganda, Ukraine, United<br />

Kingdom, United Republic of Tanzania, United States, Uruguay, Uzbekistan, Vanuatu,<br />

Venezuela (Bolivarian Republic of) and Zambia.
