consultations, including those of, inter alia: (a) the Standing Committees (held<br />
in Geneva from 20 to 24 June), which dealt with intersessional work for 2011;<br />
(b) the Coordinating Committee; (3) the informal open-ended working group,<br />
mandated to examine new models for the financing of the Implementation<br />
Support Unit (ISU) and to present recommendations on the most feasible<br />
comprehensive financing model; 95 (d) the mechanism established to analyse<br />
requests under article 5 for extensions of the mine clearance deadlines;<br />
and (e) the States parties, observer States and interested international<br />
organizations, which convened the traditional one-day preparatory informal<br />
meeting. 96<br />
The following aspects were particularly noteworthy in relation to the<br />
2011 Intersessional Work Programme:<br />
• The establishment of the new Standing Committee on Resources,<br />
Cooperation and Assistance (presided in 2011 by the President of the<br />
Tenth Meeting of the States <strong>Part</strong>ies), which aimed at building upon the<br />
progress made during the special session in June 2010 on international<br />
cooperation and assistance, and during the Tenth Meeting of the States<br />
<strong>Part</strong>ies;<br />
• The experiment with the new ways of using the Intersessional Work<br />
Programme to more intensively focus on national contexts or otherwise<br />
to creatively support progress in the application of the Cartagena Action<br />
Plan, 97 and to ensure ongoing effectiveness of the Intersessional Work<br />
Programme (in particular, three of the Standing Committees convened<br />
concurrent small group discussions on mine clearance in Cambodia and<br />
Mozambique, on victim assistance in Afghanistan and Uganda, and on<br />
national implementation legislation); and<br />
• The use of landmines in South Sudan and Libya, which was repeatedly<br />
mentioned as an issue of particular concern during the week of Standing<br />
Committee meetings on the intersessional work.<br />
The Secretary-General of the Ministry of Foreign Affairs of Albania and<br />
President of the Tenth Meeting of the States <strong>Part</strong>ies, Gazmend Turdiu, opened<br />
the Eleventh Meeting. His Majesty Norodom Sihamoni, King of Cambodia, 98<br />
the United Nations Secretary-General 99 and the President of the International<br />
Committee of the Red Cross delivered messages at the opening meeting.<br />
