Decisions and recommendations<br />

Biological and chemical weapons<br />

The decisions and recommendations of the Review Conference included:<br />

• The establishment of an intersessional work programme for 2012-2015<br />

in which annual Meetings of States <strong>Part</strong>ies are preceded by annual<br />

Meetings of Experts;<br />

• The creation of three Standing Agenda Items to be addressed at both<br />

the Meeting of Experts and Meeting of States <strong>Part</strong>ies each year from<br />

2012-2015, namely:<br />

• Cooperation and assistance, with a particular focus on strengthening<br />

cooperation and assistance under article X;<br />

• Review of developments in the field of science and technology<br />

related to the Convention; and<br />

• Strengthening national implementation;<br />

• Focused annual work on:<br />

• How to enable fuller participation in the CBMs (in 2012 and 2013);<br />

• How to strengthen implementation of article V<strong>II</strong>, including<br />

consideration of detailed procedures and mechanisms for the<br />

provision of assistance and cooperation by States parties (in 2014<br />

and 2015);<br />

• Appointment of two Vice-Chairpersons to support the work of the Chair<br />

to prepare and coordinate the annual work programme;<br />

• Establishment of a database system to facilitate requests for and offers of<br />

exchange of assistance and cooperation among States parties;<br />

• Creation of a sponsorship programme, funded by voluntary contributions<br />

from States parties, to support and increase the participation of<br />

developing States parties in the meetings of the intersessional<br />

programme;<br />

• Revision of the CBMs, including a streamlined set of forms to make it<br />

easier to participate in annual exchanges of information;<br />

• Renewal of the mandate of the Implementation Support Unit, mutatis<br />

mutandis, for the period 2012-2016. The Conference decided that, in<br />

addition to the tasks mandated by the Sixth Review Conference, the Unit<br />

will:<br />

• Implement the decision to establish and administer the database<br />

for assistance requests and offers, and facilitate the associated<br />

exchange of information among States parties;<br />

• Support, as appropriate, the implementation by the States parties of<br />

the decisions and recommendations of this Review Conference.<br />
