also expressed support for the development of a common Forum position<br />

on an arms trade treaty to ensure a strong and proactive voice at the treaty<br />

negotiations.<br />

European Union<br />

In 2011, the European Union (EU) continued to be guided by the EU<br />

Weapons of Mass Destruction (WMD) Strategy, 41 adopted in 2003, and by<br />

the EU Small Arms and Light Weapons (SALW) Strategy, 42 adopted in 2005.<br />

These were based on the principle of support for effective multilateralism,<br />

in particular for the universalization and full implementation of relevant<br />

international treaties and instruments.<br />

The EU continued to incorporate non-proliferation of WMD into its<br />

contractual relations with third States and made similar efforts to provide a<br />

legal basis for enhanced cooperation in SALW controls.<br />

Following increased concerns raised by the IAEA on the possible<br />

military dimension of the Islamic Republic of Iran’s nuclear programme, the<br />

EU prepared a new set of sanctions as mandated by the European Council in<br />

December. With regard to the Democratic People’s Republic of Korea, the EU<br />

updated in December its WMD-related sanctions against that country.<br />

As part of its commitment to the implementation of the action plan43 agreed to at the 2010 Review Conference of the <strong>Part</strong>ies to the Treaty on the<br />

Non-Proliferation of Nuclear Weapons, the EU organized a seminar, held<br />

in Brussels on 6 to 7 July, on a WMD-free zone in the Middle East. It also<br />

continued to actively promote the entry into force of the Comprehensive<br />

Nuclear-Test-Ban Treaty and the commencement at the Conference on<br />

Disarmament of negotiations on a fissile material cut-off treaty, including<br />

verification provisions. The EU also continued to provide support to the<br />

IAEA, being the top donor to the Agency, contributing to its Nuclear Security<br />

Fund and to the modernization of the IAEA Safeguards Analytical Laboratory<br />

located in Seibersdorf, Austria.<br />

In 2011, the EU prepared a new Council Decision, in cooperation<br />

with the United Nations Office for Disarmament Affairs, which is aimed at<br />
