States parties in a position to do so may consider making voluntary<br />

contributions to the Unit to enhance its ability to carry out its mandated tasks.<br />

Implementation Support Unit<br />

The Implementation Support Unit (ISU) presented to the States parties<br />

at the Seventh Review Conference the fifth and final annual report29 of its<br />

initial 2007-2010 mandate. The report included a summary of the efforts<br />

of the ISU to provide support for the administration of the BWC, national<br />

implementation, CBMs and universalization of the Convention.<br />

The support of the ISU for the administration of the Convention included:<br />

(a) acting as the substantive Secretariat for the Seventh Review Conference<br />

and its Preparatory Committee; (b) preparing background information<br />

documents as requested by the Preparatory Committee; (c) brokering<br />

assistance to attend meetings of the BWC; (d) developing and expanding<br />

its <strong>web</strong>site, including its range of online tools and restricted access section;<br />

(e) following and reporting on scientific and technological developments;<br />

(f) keeping in regular contact with relevant international organizations, as<br />

well as professional, commercial and academic institutions and associations;<br />

and (g) organizing and participating in relevant workshops, seminars and<br />

meetings.<br />

As part of its efforts under national implementation, the ISU:<br />

(a) continued to act as a clearing house for the provision of assistance;<br />

(b) maintained and updated databases and compendiums of national<br />

approaches; (c) revised the restricted access section of its <strong>web</strong>site to facilitate<br />

communication among States parties; (d) continued to interact with assistance<br />

providers; and (e) continued to collect and distribute details of national points<br />

of contact.<br />

On the CBMs, the ISU: (a) maintained capabilities for electronic<br />

reporting; (b) compiled and distributed submissions; (c) provided routine<br />

administrative assistance and advice; (d) contributed in promoting a guide for<br />

completing CBM forms; (e) took part in or organized workshops promoting<br />

the CBMs; and (f) wrote to States parties reminding them of the deadline for<br />

submission.<br />

The ISU provided support to the President of the Seventh Review<br />

Conference in his activities to promote universalization of the Convention. It<br />

promoted universalization during many of the seminars and events in which<br />

it participated and also provided information and advice on the Convention<br />

to several signatories and States not parties. As it became available, the ISU<br />

consolidated and published information on progress towards universality in<br />

the restricted area of its <strong>web</strong>site.<br />
