Regional disarmament<br />

Other important achievements were the implementation of the SICA<br />

project to promote the implementation of United Nations Security Council<br />

resolution 1540 (2004), aimed at preventing the proliferation of weapons of<br />

mass destruction and other transnational threats, and the Central American<br />

Border Security Programme, which sought to strengthen internal and<br />

peripheral border security by using institutional and technical support and<br />

by promoting greater connectivity, integrated management and information<br />

sharing in border areas.<br />

Caribbean Community Implementation Agency for Crime and<br />

Security<br />

Efforts were made under the Caribbean Basin Security Initiative (CBSI)<br />

through the activation of four technical committees and the convening of the<br />

second meeting of the CBSI Commission. The technical committees were in<br />

the following areas:<br />

• Law enforcement information sharing;<br />

• Law enforcement cooperation and capacity-building, which focused<br />

broadly on building the capacity of the justice sector to fight violent and<br />

organized crime, as well as illicit trafficking of guns and drugs, moneylaundering,<br />

cybercrime and corruption;<br />

• Crime prevention by focusing on vulnerable youth and at-risk<br />

populations; and<br />

• Maritime and aerial domain security cooperation.<br />

The Caribbean Community (CARICOM) member States benefited from<br />

the stockpile management and disposal project of the United Nations Regional<br />

Centre for Peace, Disarmament and Development in Latin America and the<br />

Caribbean (UNLIREC), which provided significant assistance to CARICOM<br />

States. The UNLIREC efforts were synchronized with the CARICOM<br />

Implementation Agency for Crime and Security (IMPACS) programme of<br />

work targeting SALW projects, such as the Regional Integrated Ballistic<br />

Information Network (RIBIN) and Strengthening CARICOM Cooperation to<br />

Reduce Gun Crime.<br />

CARICOM continued to pursue the development of a RIBIN to track<br />

licensed firearms and ammunition and those that had been stolen, lost or<br />

recovered.<br />

CARICOM member States received new laser-marking machines<br />

for firearms from the Organization of American States (OAS) as part of<br />

capacity-building efforts on marking and tracing within the context of the<br />

United Nations Programme of Action. OAS and CARICOM IMPACS also<br />

endeavoured to improve collaboration through the establishment of Public<br />
