BWC. 8 Five States9 that had signed, but had not yet ratified, the Convention<br />
participated without taking part in the decision-making. Two States, neither<br />
parties nor signatories to the Convention, 10 participated as observers in<br />
accordance with the rules of procedure. Eleven United Nations and other<br />
international bodies11 attended the Review Conference. At its first meeting,<br />
the Conference elected by acclamation Paul van den IJssel (Netherlands)<br />
as President, 20 Vice-Presidents, 12 as well as the Chairpersons and<br />
Vice-Chairpersons of the Committee of the Whole, 13 the Drafting Committee14 and the Credentials Committee. 15<br />
On 5 December, the Conference heard a video message from the United<br />
Nations Secretary-General and held a general debate, in which 54 States<br />
parties, 1 signatory and 8 international organizations made statements. 16 From<br />
7 to 16 December, the Committee of the Whole held a total of 10 meetings,<br />
during which it reviewed the provisions of the Convention, article by article,<br />
and submitted its report17 to the Conference at the eighth plenary meeting<br />
