Regional disarmament<br />
In July, the EU adopted a Council Decision48 in support of United<br />
Nations Office for Disarmament Affairs (UNODA) activities to promote<br />
the regional implementation of the United Nations Programme of Action<br />
on SALW, the International Tracing Instrument and the United Nations<br />
International Ammunition Technical Guidelines. Several other ongoing EU<br />
projects were implemented.<br />
The EU published its annual report on arms exports licensed in 2010 by<br />
its member States. 49 Several regional outreach seminars aimed at promoting<br />
controls on arms exports were organized during the year for countries<br />
neighbouring the EU.<br />
Throughout the year, the EU continued to closely support and participate<br />
in the ongoing arms trade treaty (ATT) negotiation process. The EU actively<br />
participated in the two sessions of the ATT Preparatory Committee held in<br />
2011, advocating the negotiation of a strong and robust treaty, with high<br />
parameters and the widest possible scope. Within the framework of EU<br />
Council Decision 2010/336/CFSP, the EU jointly organized several outreach<br />
seminars with the United Nations Institute for Disarmament Research.<br />
Organization for Security and Co-operation in Europe<br />
The main task of the Organization for Security and Co-operation in<br />
Europe (OSCE) in the politico-military sphere remained the implementation of<br />
confidence- and security-building measures. However, OSCE also addressed<br />
new threats to stability and security. It paid particular attention to the securityrelated<br />
concerns posed by the illicit trafficking, uncontrolled proliferation<br />
and surpluses of SALW; and unsafe storage of stockpiles of conventional<br />
ammunition, including rocket fuel melange.<br />
In October 2011, OSCE and UNODA signed a memorandum of<br />
understanding on joint project activities to promote regional implementation<br />
of Security Council resolution 1540 (2004).<br />
OSCE also worked closely with 10 interested participating States, in<br />
coordination with the 1540 Committee, its Group of Experts and UNODA, on<br />
the development of national action plans and improving national legislation.<br />
OSCE and UNODA organized a workshop, held in Astana, Kazakhstan, on<br />
