At its sixty-sixth session, the General Assembly adopted resolution 66/24<br />

on 2 December 2011. For more information, refer to appendix V<strong>II</strong>I.<br />

Observance of environmental norms in the drafting and<br />

implementation of agreements on disarmament and arms<br />

control<br />

Mindful of the detrimental environmental effects of the use of nuclear<br />

weapons, the General Assembly adopted resolution 65/53 on 8 December<br />

2010, which called upon States “to adopt unilateral, bilateral, regional<br />

and multilateral measures so as to contribute to ensuring the application of<br />

scientific and technological progress within the framework of international<br />

security, disarmament and other related spheres, without detriment to<br />

the environment or to its effective contribution to attaining sustainable<br />

development” (para. 2). The resolution also invited “all Member States to<br />

communicate to the Secretary-General information on the measures they have<br />

adopted to promote the objectives envisaged in the present resolution” (para.<br />

4). The replies received from seven Governments (Cuba, Ecuador, Lebanon,<br />

Panama, Portugal, Qatar and Ukraine) are contained in the Secretary-General’s<br />

report on the subject. 100<br />

At its sixty-sixth session, the General Assembly adopted resolution 66/31<br />

on 2 December 2011. For more information, refer to appendix V<strong>II</strong>I.<br />

National legislation on arms transfers and dual-use goods<br />

In its resolution 66/41 of 2 December 2011 entitled “National legislation<br />

on transfer of arms, military equipment and dual-use goods and technology”,<br />

the General Assembly invited Member States that were in a position to do so<br />

to enact or improve national legislation, regulations and procedures in order<br />

to exercise effective control over the transfer of arms, military equipment and<br />

dual-use goods and technology, without prejudice to the provisions of Security<br />

Council resolution 1540 (2004) as well as other relevant Council resolutions<br />

adopted subsequently. The resolution also stated that such legislation,<br />

regulations and procedures should be consistent with the obligations of States<br />

parties under international treaties.<br />

In addition, the General Assembly encouraged Member States to provide,<br />

on a voluntary basis, information to the Secretary-General on their national<br />
