First Committee. Pakistan, which abstained in the vote, clarified that, as a<br />

non-party to the NPT, it neither subscribed to, nor was bound by the conclusions,<br />

decisions and follow-on actions of the NPT Review Conferences.<br />

66/40. Towards a nuclear-weapon-free world: accelerating<br />

the implementation of nuclear disarmament commitments<br />

By this annual resolution, the General<br />

Assembly reiterated that each article of the NPT<br />

was binding on the States parties at all times and in<br />

all circumstances and that all States parties should<br />

be held fully accountable with respect to strict<br />

compliance with their obligations under the Treaty,<br />

and called upon all States to comply fully with<br />

all decisions, resolutions and other commitments<br />

made at Review Conferences.<br />

The General Assembly called upon all NPT<br />

States parties to work towards the full implementation of the resolution on the Middle<br />

East adopted at the 1995 NPT Review and Extension Conference, and recognized the<br />

endorsement by the 2010 Review Conference of practical steps in a process leading<br />

to the full implementation of the 1995 resolution, including the convening of a<br />

conference in 2012, to be attended by all States of the region, on the establishment of<br />

a Middle East zone free of nuclear weapons and all other weapons of mass destruction.<br />

The Assembly welcomed the recent appointment of a facilitator and designation of a<br />

host Government.<br />

The Assembly also stressed the importance of the fulfilment of the commitments<br />

made by the nuclear-weapon States at the 2010 Review Conference to accelerate<br />

concrete progress on the steps leading to nuclear disarmament, and recalled those<br />

commitments as envisaged in action 5 of the 2010 Review Conference action plan,<br />

which included, inter alia: to rapidly move towards an overall reduction in the global<br />

stockpile of all types of nuclear weapons; to address the question of all nuclear<br />

weapons regardless of their type or their location as an integral part of the general<br />

nuclear disarmament process; and to discuss policies that could prevent the use of<br />

nuclear weapons and eventually lead to their elimination, lessen the danger of nuclear<br />

war and contribute to the non-proliferation and disarmament of nuclear weapons.<br />

The General Assembly called upon all NPT States parties to implement all<br />

elements of the 2010 Review Conference action plan in a faithful and timely manner<br />

so that progress across all of the pillars of the Treaty could be realized.<br />

First Committee. The following two States made general statements before<br />

the vote:<br />

• New Zealand, speaking on behalf of the New Agenda Coalition (Brazil,<br />

Egypt, Ireland, Mexico, South Africa, Sweden and New Zealand), expressed<br />

the commitment of the members of the Coalition to the NPT. It stated that with<br />

the success of the 2010 NPT Review Conference, the draft resolution, like the<br />

previous year’s, reflected the New Agenda Coalition’s focus on ensuring that the<br />
