Nuclear disarmament and non-proliferation<br />
implementation of resolutions 1540 (2004) and 1977 (2011). In particular, the<br />
declaration states that efforts should be focused on support of UNODA and<br />
other selected United Nations activities, such as identifying roles for regional<br />
or subregional organizations in implementing the resolution, supporting<br />
countries in developing legislation needed to control weapons of mass<br />
destruction–related materials and developing relevant training programmes.<br />
The declaration also expressed support for strengthening the 1540 Committee<br />
in its role as a clearing house for those countries seeking international<br />
assistance to improve their national non-proliferation capabilities, as well as<br />
for developing visits to States. To support efforts to facilitate the universal<br />
implementation of resolution 1540 (2004), the United States made a<br />
US$ 3 million grant to the United Nations Trust Fund for Global and Regional<br />
Disarmament Activities while a new EU Council Decision in support of<br />
resolution 1540 (2004) was under preparation.<br />
From 27 to 29 September, UNODA co-organized with the Conflict<br />
Prevention Centre of the Secretariat of the Organization for Security and<br />
Co-operation in Europe (OSCE) a regional workshop for Central Asian<br />
States87 hosted by the Government of Kazakhstan in Astana. Sixty-two<br />
participants attended the workshop, including representatives of a number<br />
of international and regional organizations. Its objective was to promote<br />
capacity-building on national and regional levels in order to advance the full<br />
implementation of resolution 1540 (2004). It also aimed to enhance national<br />
capacities for the management of border and export controls, and to promote<br />
cooperation in technical assistance.<br />
The Committee intensified its collaboration with the IAEA in the area<br />
of nuclear security and with the Organisation for the Prohibition of Chemical<br />
Weapons in order to promote measures to strengthen chemical security. The<br />
Committee expanded cooperation with the Implementation Support Unit<br />
(ISU) of the Biological Weapons Convention (BWC), including through<br />
participation in the development of a BWC-ISU implementation guide.<br />
In promoting full implementation of resolution 1540 (2004), regional<br />
and subregional organizations also help in gaining valuable insights about the<br />
needs and priorities common to their members. The Committee participated in<br />
a workshop on the role of the OSCE in the implementation of resolution 1540<br />
(2004) and continued strengthening cooperation with the OSCE by focusing<br />
on issues regarding assistance. Furthermore, a Memorandum of Understanding<br />
was signed in October between the United Nations and the OSCE Secretariat<br />
on the joint implementation of projects related to resolution 1540 (2004).<br />
During the year, the Organization of American States supported the<br />
implementation of resolution 1540 (2004) by its member States through<br />
country-specific activities, particularly in Mexico and Colombia. Moreover,<br />
