Nuclear disarmament and non-proliferation<br />
resolutions, exercise vigilance and prevent the transfer of any items, materials,<br />
goods and technology that could contribute to weapons of mass destruction<br />
missile proliferation programmes. Such action, they said, would be in<br />
accordance with their national legislation and be consistent with international<br />
law.<br />
The <strong>Part</strong>ners agreed to continue exchanging views on missile<br />
programme developments. They also reaffirmed the critical importance of<br />
the ongoing technical work of MTCR. They noted the rapid evolution of<br />
relevant technologies and the related need to take forward-looking action to<br />
address these developments. They expressed their appreciation for the work<br />
of the Licensing and Enforcement Expert Meeting, the Information Exchange<br />
Meeting and the Technical Expert Meeting, in particular the decision adopted<br />
on amendments to the Equipment, Software and Technology Annex.<br />
The MTCR undertook outreach with Belarus, China, India, Kazakhstan,<br />
and Thailand. 81 The <strong>Part</strong>ners indicated that they intended to conduct further<br />
outreach with additional countries, in order to increase transparency about the<br />
Regime’s activities and to promote its objectives. <strong>Part</strong>ners indicated that they<br />
would welcome the activities of non-partners in support of the objectives of<br />
the Regime.<br />
MTCR <strong>Part</strong>ners also agreed to continue their individual and collective<br />
efforts to assist interested countries in implementing the missile-related<br />
export controls mandated under United Nations Security Council resolution<br />
1540 (2004), and to work with the Security Council Committee established<br />
pursuant to this resolution.<br />
The <strong>Part</strong>ners also reviewed a number of key aspects of the internal<br />
functioning of the Regime, including issues related to future membership.<br />
The Hague Code of Conduct against ballistic missile proliferation<br />
The Subscribing States82 of The Hague Code of Conduct (HCOC) held<br />
