<strong>the</strong> manufacture of English sole lea<strong>the</strong>r, <strong>in</strong> which alone our superiority over <strong>the</strong><br />

foreign tanner was conspicuous, has now decl<strong>in</strong>ed from <strong>the</strong> twofold causes of<br />

an <strong>in</strong>satiable dem<strong>and</strong> for military consumption <strong>and</strong> an <strong>in</strong>judicious system of<br />

excise.56<br />

<strong>The</strong> low price of lea<strong>the</strong>r <strong>in</strong> France was not <strong>the</strong> only advantage of cont<strong>in</strong>ental<br />

shoemak<strong>in</strong>g. A second issue at stake was <strong>the</strong> trade-off between <strong>the</strong> quality of<br />

lea<strong>the</strong>r used <strong>in</strong> <strong>the</strong> production of boots <strong>and</strong> shoes <strong>and</strong> its price. A decrease <strong>in</strong><br />

lea<strong>the</strong>r quality could be a solution to bridge <strong>the</strong> price gap of boots <strong>and</strong> shoes<br />

between France <strong>and</strong> Brita<strong>in</strong>. Moreover traditional skills <strong>in</strong> curry<strong>in</strong>g <strong>and</strong> tann<strong>in</strong>g<br />

were different from place to place. In 1816 a certa<strong>in</strong> Price, a currier <strong>in</strong> St.<br />

Mart<strong>in</strong>'s Lane, was say<strong>in</strong>g that tann<strong>in</strong>g was "very respectable" <strong>in</strong> France, but<br />

was <strong>in</strong> <strong>the</strong> same nation "very imperfect". 57 Francis Bru<strong>in</strong>, a <strong>London</strong> tanner<br />

considered <strong>in</strong> 1824 that "<strong>the</strong> <strong>London</strong> hides are perhaps <strong>the</strong> worst (because) <strong>the</strong>y<br />

are more damaged <strong>in</strong> <strong>the</strong> flay<strong>in</strong>g than <strong>the</strong> cont<strong>in</strong>ental hides <strong>and</strong> sk<strong>in</strong>s".58<br />

Engl<strong>and</strong> had superiority only <strong>in</strong> lea<strong>the</strong>r used for soles. This situation of high<br />

cost/low quality of lea<strong>the</strong>r cont<strong>in</strong>ued dur<strong>in</strong>g <strong>the</strong> 1 820s <strong>and</strong> <strong>the</strong> shoemakers,<br />

helped by tanners <strong>and</strong> curriers, were able to achieve <strong>the</strong> withdrawal of <strong>the</strong> duty<br />

on lea<strong>the</strong>r only <strong>in</strong> 1830. This caused a decrease <strong>in</strong> <strong>the</strong> price of "coarse <strong>and</strong><br />

f<strong>in</strong>e lea<strong>the</strong>r"6° <strong>in</strong> Engl<strong>and</strong>. However <strong>the</strong> Select Committee on Import Duties of<br />

1840 reported that "yet boots <strong>and</strong> shoes are quite as high <strong>in</strong> price as <strong>the</strong>y were<br />

previously, <strong>and</strong> <strong>the</strong> next is that <strong>the</strong> price of boots <strong>in</strong> <strong>London</strong> is much greater<br />

than <strong>the</strong> price <strong>in</strong> <strong>Paris</strong>" 61 As Devl<strong>in</strong> Dacres reported <strong>in</strong> 1838, <strong>the</strong> quality of<br />

British lea<strong>the</strong>r too did not improve, while French lea<strong>the</strong>r had <strong>in</strong>creased its<br />

quality s<strong>in</strong>ce <strong>the</strong> Revolution. 62 <strong>The</strong> Rapport du Jury sur les produits de<br />
