<strong>The</strong> presence of <strong>the</strong>se contrasts allows us to underst<strong>and</strong> <strong>the</strong> role played by<br />

Leadenhall market. 98 It has to be considered <strong>the</strong> result of a natural need for a<br />

transaction market, ra<strong>the</strong>r than <strong>the</strong> outcome of a controll<strong>in</strong>g power of <strong>the</strong> State <strong>in</strong><br />

organis<strong>in</strong>g <strong>and</strong> shap<strong>in</strong>g <strong>the</strong> lea<strong>the</strong>r sector <strong>and</strong> all its transactions. As we have<br />

observed, <strong>the</strong>re surely was a fiscal <strong>in</strong>terest that manifested itself at <strong>the</strong> moment <strong>in</strong><br />

which hides <strong>and</strong> sk<strong>in</strong>s were sold. However, <strong>the</strong> State was unwill<strong>in</strong>g to implement a<br />

complex legislation concern<strong>in</strong>g <strong>the</strong> lea<strong>the</strong>r system. An emblematic case is <strong>the</strong><br />

situation concern<strong>in</strong>g searchers <strong>and</strong> sealers. For all <strong>the</strong> eighteenth century <strong>the</strong> Lord<br />

Mayor <strong>and</strong> <strong>the</strong> Court of Aldermen <strong>in</strong> association to <strong>the</strong> Mayors, Bailiffs <strong>and</strong> Lords<br />

of Fairs <strong>and</strong> markets were appo<strong>in</strong>t<strong>in</strong>g each year searchers <strong>and</strong> sealers of lea<strong>the</strong>r.<br />

However, a pragmatic British idea predom<strong>in</strong>ated. <strong>The</strong> Committee on lea<strong>the</strong>r <strong>in</strong><br />

1807 underl<strong>in</strong>ed, <strong>in</strong> fact, how "It appears that <strong>in</strong> most parts of <strong>the</strong> country <strong>the</strong>se<br />

Regulations are obsolete <strong>and</strong> disregarded; that, except <strong>in</strong> Bristol <strong>and</strong> a few o<strong>the</strong>r<br />

pr<strong>in</strong>cipal markets, Searchers, if at all appo<strong>in</strong>ted, are only pro formâ". 99 In<br />

Leadenhall, for <strong>in</strong>stance, it was only <strong>in</strong> 1790 that searchers became operative, as a<br />

direct need to control <strong>the</strong> lea<strong>the</strong>r quality <strong>in</strong> a moment of high dem<strong>and</strong>.'°°<br />

With <strong>the</strong> Napoleonic wars, lea<strong>the</strong>r became, as we saw for France, an important<br />

<strong>and</strong> scarce material. <strong>The</strong>re was <strong>the</strong> need to impose quality control on lea<strong>the</strong>r. In<br />

1803 an act was passed (<strong>the</strong> so-called 'Fly<strong>in</strong>g Act') empower<strong>in</strong>g <strong>the</strong> Cordwa<strong>in</strong>ers'<br />

Company, toge<strong>the</strong>r with Curriers' <strong>and</strong> Butchers', to control raw hides <strong>and</strong> sk<strong>in</strong>s <strong>in</strong><br />

<strong>the</strong> City of <strong>London</strong>, <strong>and</strong> to <strong>in</strong>flict f<strong>in</strong>es <strong>in</strong> cases where damage had been done <strong>in</strong><br />

remov<strong>in</strong>g <strong>the</strong> hide or sk<strong>in</strong> from <strong>the</strong> carcasses of <strong>the</strong> animals.'°' <strong>The</strong> Fly<strong>in</strong>g Act<br />

established that all hides with<strong>in</strong> 5 miles from <strong>the</strong> City of <strong>London</strong> had to be carried<br />

to Lea<strong>the</strong>nhall market <strong>in</strong> order to be sold. Eight <strong>in</strong>spectors were appo<strong>in</strong>ted by<br />

Cordwa<strong>in</strong>ers, Curriers <strong>and</strong> Butchers. This system of control had a double function:<br />

if on <strong>the</strong> one h<strong>and</strong> it allowed <strong>the</strong> monitor<strong>in</strong>g of <strong>the</strong> quality of lea<strong>the</strong>r, on <strong>the</strong> o<strong>the</strong>r it<br />

Parliament, some Considerations humbly proposed before reviv<strong>in</strong>g of <strong>the</strong> Acts for Transport<strong>in</strong>g of<br />

Lea<strong>the</strong>r (<strong>London</strong>, 1700).<br />
