CHAPTER - V
APPRAISAL REPORT OF MAJOR PROJECTS/PROGRAMMES
This chapter attempts to outline the progress made in execution of major projects
involving substantial investments. The following aspects of projects/programmes having
an estimated outlay exceeding Rs.100 crore, are highlighted:-
i) Original Estimated Cost;
ii) Revised Estimated Cost;
iii) Specific reasons/factors responsible for revision in the cost;
iv) Schedule of commissioning/completion (original & revised);
v) Year-wise performance details in terms of financial and physical progress targetted
and achieved; and
vi) Details of performance of projects in their operation phase.
The Project-wise status of construction activities undertaken by various Corporations
are as under:-
1. NATIONAL HYDRO ELECTRIC POWER CORPORATION (NHPC)
1.1 Uri H.E. Project (4x 120 M.W.)
Uri Project in Baramulla District of J&K envisages harnessing tail water of the existing
Lower Jhelam H.E. Project. The installed capacity of the project is 480 MW. The annual
design Energy of this project is 2663 M.U. The project was executed by N.H.P.C. with
foreign tie-up for part financing the cost. A turnkey contract for construction of the
project with a Swedish-British Consortium was entered in October, 1989 for completion
of the project in 72 months. Some time over-run became inevitable due to disturbed
condition around the work site. All the four units of this project have been commissioned
on 27.01.97, 03.03.97, 13.03.97 and 10.06.97 and are in commercial generation since
June, 1997. Against the target of 1500 MUs the project has generated 2170.94 MUs in
1997-98. The likely completion cost of the project will be around Rs. 3300 crores as
against original estimate of Rs. 1632.62 crores. The increase in the estimated cost is
mainly on account of exchange rate variation, price escalation, statutory reason and
Financing Charges etc.
1.2 Dulhasti H.E. Project (3 x 130 M.W.)
Dulhasti hydro-electric project, is a run of the river scheme located on the river Chenab
in Jammu & Kashmir. The installed capacity of the project is 390 M.W. with estimated
