5.2 REGIONAL LOAD DESPATCH CENTRES:
5.2.1 With the objectives of ensuring integrated operation of Regional Grids and to derive optimal
benefits from the concept of regional planning for ensuring supply of power to States from
Central sector stations as per directions of the Government and for interstate transfer of
power during emergencies as well as under mutually agreed arrangements, the Government
decided to set up Regional Load Despatching Centres under the aegis of Regional Electricity
Boards (REBs). The RLDCs work in tandem with State Load Despatch Centres for safety
of Grid, maintenance of Grid discipline, interstate flow of power etc. The REBs have completed
the project work of RLDCs except for the small work of the staff quarters in Eastern Region.
With the advent of POWERGRID, the responsibilities of day-to-day operation of Grids
has been entrusted to POWERGRID. In line with this decision of Govt of India, the
CEA have transferred the equipment installed under the RLDC project and day-to-day
operation of the regional grid to POWERGRID. With effect from 1.1.96 the operation
of all the five RLDCs is with POWERGRID.
Ministry of Power has decided to entrust the following functions relating to Grid
management to REBs (CEA):
1) Energy account on daily and monthly basis.
2) Formulation of policies for safe, secure and economic operation of Regional
Grids.
3) Operation Planning.
4) Facilitation of commercial arrangements for inter utility trading of power.
5) Assistance to umpire for settlement of disputes and providing secretarial assistance
to Regional Task Force.
5.2.2 Regional Load Despatch Centres (Residual works)
