ii) Electro-mechanical equipment: Contracts for procurements of Main Electro-mechanical
equipment and Control systems alongwith financing were signed with Consortium members
viz. EME, Russia; HPI, Moscow & ABB Germany on 5th April, 1997. Loan agreements
were signed with KFW, for the ABB portion of supplies during May’97. After receipt of
concurrence to the Risk Sharing Agreement from Government of UP, the Sovereign Guarantee
was issued by Government of India in November, 1997. The down payments were released
to the Consortium members after completion of contractual obligations by the Contractors
and the contracts have come into force during the year 1997-98.
iii) Other Contracts: Contracts for Penstock Fabrication, EOT cranes, Dam Instrumentation,
balance Electro-mechanic equipment & Hydro-mechanical equipment etc. are under various
stages of procrssing.
5.4 REHABILITATION
The rehabilitation of project affected families is being implemented by THDC in two
phases. The first phase, covers those effected by the construction of Coffer Dam at Tehri. In
the second phase, all the remaining 2845 families affected by the main Tehri Dam would be
rehabilitated.
The first phase includes all the Urban families (5291) entitled as per curent policy
within the cut-off-date of 6.6.1985, and also 2064 rural families. In the second phase,
remaining fully affected families, as also all the partially affected families (3998), would
get covered.
For Phase-II rehabilitation programme, additional land to the extent of about 6000
acres is required. Proposals for acquisition of about 800 acres of agricultural land in
Dehradun and about 1700 acres in Hardwar Districts have been submitted to the State
Revenue Authorities during May - Sept., 1996 and are under process. Efforts are also
being made to locate the remaining land through land identification committee
constituted by Coordination Committe.
STATUS OF COMMITTEE CONSTITUTED BY GOVERNMENT OF INDIA ON REHABILITATION
AND ENVIRONMENT ASPECTS IN 1996:
Ministry of Power had, during September, 1996, consituted an Expert Committee of 12
members, headed by Prof. Hanumatha Rao, Former Member, Planning Commission to
examine:
- the rehabilitation policy for the project and suggest modifications, if any;
- the implementation of the rehabilitation package and suggest measures for rectification
of lacunae in implementation, if any; and
- the implementation of various conditions of environmental clearance expect that relating
to safety aspects and design of the Tehri Dam and suggest
