with effect from 1st April, 1993. The Institute operates on an all-India basis through its
four regional power training Institutes at Neyveli(Tamil Nadu), Durgapur (West Bengal),
Badarpur (New Delhi) and Nagpur (Maharashtra).
The number of persons trained in the various courses conducted by the Institute during
1997-98 is as under:

11. ESTABLISHMENT OF CENTRAL ELECTRICITY REGULATORY
COMMISSION (CERC) & STATE ELECTRICITY REGULATORY
COMMISSIONS (SERCs):
11.1 The Ministry of Power had organised two conferences of Chief Ministers in October/
December,1996 wherein a Common Minimum National Action Plan for Power was
adopted which recommended the establishment of Regulatory Commissions at the
Centre and the State levels. In the absence of Regulatory Commissions, there has been
a steady deterioration in the financial condition of the SEBs making it extremely difficult
to sustain further investments in the power sector.
11.2 In view of the urgency, Government of India have issued an Ordinance on 25.4.1998 for
establishment of the CERC for the rationalisation of tariff and other related matters. The
CERC is to be set up within a period of three months from the date of promulgation of the
Ordinance.
11.3 The CERC shall consist of a chairperson and a maximum of four other members. The SERCs
will have a maximum of three members. The members of CERC/SERCs would
