9 th Plan, advance action for the 10 th Plan and the decisions needed to promote private sector
investment to accelerate hydro power development in future. It also addresses the issues
regarding evacuation of power and problems associated with hydro project such as land
acquisition, resettlement & rehabilitation, catchment area development, etc. The proposed
policy will also address the mechanism of improving the project investigation and its formulations.
15.8 Due emphasis would be given for investment in North Eastern Region.
- The Ministry of Power has prepared an “Action Plan” for the development of the
immense hydroelectric potential in the North East.
15.9 Development of Mega Power Projects at Minepit Heads both in the public and private sectors
with transmission facilities for evacuation of power to other region/states would be encouraged.
- The first Mega Power Project in the private sector is being considered at Nabinagar
in Bihar. The Project is proposed to have an installed capacity of 1000 MW. Ministry
of Coal has allocated Dumargarh mine block for supply of coal to the project.
- A Standing Independent Group under the Chairmanship of Justice P.N. Bhagwati
has also been set up to lay down parameters and guidelines for facilitating negotiation
of those projects for which offers have been received from foreign agencies/
companies. The SIG has shortlisted three coastal locations - Pipevev on the Western
Coast: Krishnapattnam and Cuddelore on the Eastern Coast for putting up show
case power projects based on imported coal.
