energy generation of 1928 million unit. The project was taken up for execution under
bilateral agreement signed between N.H.P.C. and French Consortium in September,
1989 for completion of the project in 57 months. Due to increased militant activities in
the project area, M/s DSB, the civil contractor of the French Consortium suspended
works at site in August’92.
The contract with M/s. DSB had been terminated following signing of Recession
Agreement between DSB and NHPC alongwith an overall amended contract between
French consortium and NHPC in June 1995. The contract for balance civil work has
been awarded to M/s JSA (JV) an Indo-Norwegian joint venture on 9.4.97. However to
utilise intervening period, execution of HRT by Drilling and Blasting method from
downstream side was resumed departmentally in August’95 and from upstream side
with TBM in Nov.,95. After award of work to new contractor departmental works were
handed over to the JV who have started the work since April 97. Upto March,’98 in
Dam area, 100% excavation, 36% concreting, and 70% Intake tower concreting have
been completed. In HRT 30% excavation from upstream side by TBM & 61% excavation
from downstream side by drilling & blasting method have been completed. Excavation
of power house cavern, transformer cavern and switchyard have been completed. Supply
of 93% of hydro-mechanical and electric-mechanical equipment has been completed.
The project was accorded Government sanction for an amount of Rs.1262.97 crore
(October, 1988 price level). The revised sanctioned cost of the project is now Rs.3559.77
crore (at November, 1996 price level). The increase in the estimated cost is mainly on
account of price escalation, cost of balance civil works, exchange rate variation and
rise in financing charges etc. The actual expenditure on the project upto March,’98 is
Rs.1866.56 crore. The project is scheduled for completion by March 2001.
1.3 Rangit H.E. Project (3 x 20 M.W.)
Rangit project under execution of N.H.P.C. is a run of the river scheme to utilise power
potential of the river Rangit, a tributary of river Teesta in Sikkim. The estimated annual
generation of energy from this project of 60 M.W. installed capacity will be 343 M.U.
The project was approved in September, 1990 with an estimated cost of Rs.163.49
crores (excluding transmission) which is likely to go up to Rs.364.41 crores (January,
1998 price level - excluding transmission). The increase in the estimated cost is mainly
due to price escalation, variation in scope and IDC.
Progress of all major components of the project is in full swing as the diversion tunnel
has been completed. The Excavation of main Dam has been completed (68,000 cum.).
4500 cum. of concrete as targetted has been placed in the dam during March,’98
and cumulative progress of 23,500 (26%) has been achieved. In Head Race Tunnel,
