7.2.2 The World Bank has provided a loan of US $ 5 million for upgrading the technical skills of
CEA, CWC, GSI and other Government Department Officers engaged in the development
of Hydro Power projects in India. Sanction to incur an expenditure of Rs.16 crore only
equivalent to US $ 5 million, as grants to CEA by entering into a contract agreement between
CEA and M/s. Hydro Quebec International, Canada and M/s. Harza Engineering Company,
USA was received in August,1994. The expenditure under the scheme include payment to
foreign consultants for conducting training to officers, procurement of audio visual equipments,
furniture, computer hardware and software, procurement of IS/IEC specifications, furnishing
of Lecture Hall, and visit of CEA officers to Canada/USA.
7.2.3 During the year 1995-96, an inception meeting was held between Consultants and CEA,
CWC & GSI officers. Another meeting with computer experts of M/s. HQI Canada for
“Need Assessment for CADD” was held. 22 Engineers of CEA/CWC were trained of
which 5 members in Hydro Power planning, 5 members in River Basin Planning and
12 members in CADD/Computer system.
During 1996-97, 12 engineers of CWC/GSI have been trained on Civil/Geo-tech Design
Module and 10 engineers of CEA have been training in USA on Electrical/Mechanical
Design Module. Another 12 engineers of CEA/CWC and GSI were trained in Canada
on Hydro Construction Module.
During 1997-98, the following environment and ice workshop programme were
organised:
i) Construction and Cost Estimating;
ii) Electrical Design;
iii) Plan Control & Automation and
iv) Mechanical Design.
7.2.4 Against the sanctioned cost of the scheme of Rs.16 crore, an expenditure of Rs.9.02 crore
has been incurred upto March, 1998. During 1998-99, it is proposed to complete the remaining
activities of the follow-up in-India training in various Modules by the Consultants and anticipated
visit of senior officers to Canada/USA. An amount of Rs.5.28 crore has been provided in
1998-99 to meet the payment of invoices of the Consultants towards income-tax, balance
payment of computers and travel expenses towards visit to Canada/USA.
