11.2.9 PERFORMANCE AGAINST MEMORANDUM OF UNDERSTANDING
Memorandum of Understanding was signed in 1996-97 between N.H.P.C. and the
Ministry of Power setting targets of different performances parameters such as
Generation, Machine Availability, Financial parameters of Gross Margin and Net Profit
as percentage of Capital employed, achievement of project implementation milestones,
completion of tariff agreement with beneficiaries, rehabilitation of affected persons,
HRD Programme etc. Actual performances of the corporation exceeded the targets in a
number of cases and overall performances of it is rated EXCELLENT. The targets for
performance rating and actual achievements are shown in the statement enclosed at
Annexure - V.
11.3 NORTH EASTERN ELECTRIC POWER CORPORATION LIMITED
11.3.1 The North Eastern Electric Power Corporation (NEEPCO) was registered as a company
under the Companies Act,1956 on 2nd April,1976 with the objective to develop in all its
aspects, electric power in the North Eastern region, formulation of regional policy for the
development of electric power stations and projects, transmission, distribution and sale of
electric power. The Corporation has achieved a total installed capacity of 451 MW (under
operation) comprising 150 MW from Kopili HEP, 100 MW from Kopili HEP I stage Extension
and 201 MW from Assam Gas Based Combined Cycle Project.
11.3.2 The Kopili HE project (150 MW) achieved a total generation of 447.17 million units during
1997-98 against the target of 806 million units. The generation was less due to shutting down
of Unit No. 1 from 4.12.96 to 31.12.97 due to stator earth fault and low water level. Further,
two units of 50 MW each of Kopili HE project 1st stage extension was synchronised on
5.3.97 and 29.3.97 respectively. The generation from these two units during 1997-98 was
367.40 MUs against the target of 306 MUs. The actual generation from Assam Gas Based
Combined Cycle Project during 1997-98 was 702.62 MUs against the target of 600 MUs.
11.3.3 The Corporation is presently executing the following projects in the North Eastern
region:

1. Doyang H.E. Project (75 MW) - Nagaland
2. Ranganadi HE Project (405 MW) - Stage-I - Arunachal Pradesh
3. Assam Gas Based Combined Cycle Power Project (291 MW) at Kathalguri, Assam
(upto March,’98, 6 GT units of 33.5 MW each And 2 ST units of 30 MW each
have since been commissioned)
