The act is a central legislation, but is administered by the state governments. Not<br />

that the central government has no role to play. It handles all unions, which are not<br />

confined to one state. It also has the power to amend the act.<br />

EMPLOYERS ORG<strong>AN</strong>ISATIONS<br />

In India the term “ trade union”, according to the Trade unions Act, refers to the<br />

employers organizations also. The need for these organizations is for<br />

1. The development <strong>of</strong> healthy and stable industrial relations<br />

2. To promote collective bargaining at different levels<br />

3. To bring a unified employers viewpoint on the issues <strong>of</strong> industrial relations to the<br />

government in a concerted manner<br />

4. To represent in the meetings <strong>of</strong> Indian Labour Conference and Standing Labour<br />

Committee, the employers approach to labour matters.<br />

Like trade unions, employer’s organizations too are organized at three levels in our<br />

country. There are local organizations, such as Bombay Mill Owners Association, which<br />

serve the needs <strong>of</strong> local employers only. Then there are regional organizations, such as the<br />

Southern India Mill Owners Association, which serves the interests <strong>of</strong> their members in a<br />

particular region. Finally, there are several apex organizations, such as the All India<br />

Manufacturers Organization, which serves as central bodies.<br />

At present, the important apex employer’s organizations in India are as follows:<br />

• Federation <strong>of</strong> Indian Chambers <strong>of</strong> Commerce and Industry (FICCI)<br />

• Council <strong>of</strong> Indian Employers (CIE)<br />

• Associated Chamber <strong>of</strong> Commerce and Industry <strong>of</strong> India ( ASSOCHAM)<br />

• All India Manufacturer’s Organization (AIMO)<br />

The general functions that federations perform are <strong>of</strong> the following four types:
