Introduction<br />
Environment comprises <strong>of</strong> all those forces which have their bearing on the<br />
functioning <strong>of</strong> various activities including human resource activities. Environment<br />
scanning helps HR manager to become proactive to the environment which is<br />
characterized by change and intense competition. Internal and external environments have<br />
bearing on <strong>HRM</strong>.<br />
INTERNAL ENVIRONMENT<br />
The internal environment <strong>of</strong> <strong>HRM</strong> consists <strong>of</strong> unions, organizational culture and<br />
conflict, pr<strong>of</strong>essional bodies, organizational objectives, policies etc. These forces have<br />
pr<strong>of</strong>ound influence on <strong>HRM</strong>.<br />
UNIONS<br />
Trade unions are formed to safeguard the interest <strong>of</strong> its members. A registered<br />
trade union is one which is registered under the Trade Union Act and enjoys certain rights,<br />
privileges and also has duties. It has duties to its members as well as the management.<br />
Management, atleast enlightened management, will see HR activities like recruitment,<br />
selection, training, compensation, industrial relations and separations are carried out in<br />
consultation with trade union leaders.<br />
The National Commission on Labour (NCL) has made valuable suggestions to<br />
trade unions to undertake the following activities:<br />
i) Secure fair wages for the workers;<br />
ii) Safeguard security <strong>of</strong> tenure and better job conditions;<br />
iii) Enlarge promotional and training opportunities<br />
iv) Provide for educational, cultural and recreation facilities;<br />
v) Cooperate in and facilitate technological advances;<br />
vi) Promote individual and group welfare;<br />
vii) Promote national integration ; and<br />
viii) Instill a sense <strong>of</strong> responsibility among members towards industry and<br />
society.<br />
Organizational Culture and Conflicts<br />
Just like individuals having and cherishing their culture, organizations also have<br />
