against our people in any region or time. As the<br />

decreasing or stoppages of racist policies do not mean<br />

at all that everything is alright but just a breathing space<br />

for those racists <strong>and</strong> a preparation period for later<br />

atrocities.<br />

• Eleven: <strong>The</strong> Kurdish liberation movement is asked not<br />

only to move from the stage of reactions to stage of<br />

planning <strong>and</strong> execution towards the liberation of<br />

<strong>Kurdistan</strong> but also to transfer in practice the struggle<br />

from self-defense to put an end to the aggression of the<br />

occupiers of <strong>Kurdistan</strong> in their own headquarters <strong>and</strong><br />

slay them; as the self-defense is a principal human right<br />

<strong>and</strong> self-defense cannot achieve the independence or<br />

change of realities at all.<br />

• Twelve: <strong>The</strong> Kurdish liberation movement is asked to<br />

carry out a continuous struggle <strong>without</strong> any pauses <strong>and</strong><br />

negotiations barring those that announce the<br />

independence for <strong>Kurdistan</strong> <strong>and</strong> identify its borders in<br />

an official way <strong>and</strong> under international supervision, <strong>and</strong><br />

on a neutral ground outside the Middle East area.<br />

• Thirteen: <strong>The</strong> Kurdish liberation movement is asked<br />

not to put any trust whatsoever in the occupiers of<br />

<strong>Kurdistan</strong>. Thus they must not accept any poisonous<br />

support from any state that occupies a part of <strong>Kurdistan</strong><br />

against any other of those states. This is because any<br />

treaty between the occupiers of <strong>Kurdistan</strong> would cause<br />

the fall of any new uprising. Just as examples we<br />

mention that the agreement between Iraq <strong>and</strong> Iran on 6<br />

March 1975 ended the huge Kurdish revolution in the<br />

Southern <strong>Kurdistan</strong>. <strong>The</strong>ir agreement also in 1989 ended<br />

the Kurdish revolution in Eastern <strong>Kurdistan</strong> <strong>and</strong> resulted<br />

in the assassination of its leader Dr. Abdulrahman<br />
