umbrella, that is the KNC. Only in this way we can<br />

make the Kurdish masses regain their trust <strong>and</strong> gain the<br />

respect of the outside world. Thus taking gradual steps<br />

towards the independence, the first of which is forming<br />

the government of <strong>Kurdistan</strong> (the Greater <strong>Kurdistan</strong>) in<br />

exile <strong>and</strong> other foundations of the Kurdish state. <strong>The</strong>n<br />

to transfer this government <strong>and</strong> its institutions to <strong>Kurdistan</strong><br />

as soon as have a first international or regional opportunity<br />

arises. Moreover, to act for creating <strong>and</strong> crystallizing is<br />

such favorable circumstances. <strong>The</strong> KNC would not miss<br />

any occasion or opportunity to serve the Kurdish cause<br />

wherever it was. For example when Mr. Bachar Al-Asad<br />

came to power in Syria I wrote an article for the Arabic<br />

press regarding the suffering of the Kurdish people in<br />

Western <strong>Kurdistan</strong>.<br />

<strong>The</strong> KNC believes that the establishment of a <strong>Kurdistan</strong><br />

government in exile is a practical step towards the<br />

independence of <strong>Kurdistan</strong> <strong>and</strong> a Kurdish state.<br />

Considering that the KNC is the highest legislative<br />

authority for the Kurdish people in all regions of <strong>Kurdistan</strong>,<br />

it was established <strong>and</strong> its constitution was approved during<br />

the fourth conference held in London on 10 – 11 / 10 /<br />

1998. As I mentioned before a <strong>Kurdistan</strong> government in<br />

exile would be its executive authority. <strong>The</strong> participants<br />

of the fourth conference of the KNC decided to postpone<br />

the discussion on forming a government until the fifth<br />

conference to give another opportunity to those who did<br />

not participate in the fourth conference. Among the<br />

important decisions <strong>and</strong> recommendations was the<br />

formation of a committee to follow up the formation of<br />

the <strong>Kurdistan</strong> government in exile. For this reason the<br />

conference leadership sent a delegation to <strong>Kurdistan</strong><br />

carrying a general announcement to all organizations <strong>and</strong><br />
