because we have no power either to protect or to threaten<br />

as an independent power from the countries in the region.<br />

It looks like that the Soviets applied this policy with<br />

some tactics added to it summarized in not ignoring the<br />

Kurdish cause completely, as this would bring up hostility<br />

<strong>and</strong> anger of the Kurdish people, but just not getting<br />

involved in the Kurdish game, because the establishment<br />

of a Kurdish state would anger the governments of Turkey,<br />

Iran, Iraq <strong>and</strong> Syria. This was the most convenient choice<br />

as by this they managed to “kill two birds using one<br />

stone” i.e. using the Kurdish nationalist movement<br />

whenever they had the opportunity <strong>and</strong> there were<br />

circumstances as a pressure tool on the states that divide<br />

<strong>Kurdistan</strong>. This was an attempt to finish or limit the<br />

American <strong>and</strong> European influence <strong>and</strong> replacing it with<br />

their own influence (see the article by N. Bekas entitled<br />

“Choices of the Soviet Policy towards the Kurdish Case”<br />

published in Issue 2 of Kurdish Studies, magazine of<br />

“Kurdish Institute in Paris”).<br />

This is the international situation, <strong>and</strong> if we think about<br />

it thoroughly it makes our choice of way more definite<br />

than before <strong>and</strong> defines our aims in a clear way. All this<br />

does not mean that there is no chance to establish a<br />

Kurdish state; on the contrary there have been<br />

opportunities always. We can see other countries in the<br />

world wasting opportunities for example Shah of Iran<br />

<strong>and</strong> Numairi in Sudan who were ousted from power by<br />

public uprisings. So, we have to prepare ourselves to<br />

take the initiative <strong>and</strong> the coming opportunity.<br />

In addition <strong>and</strong> as I mentioned before the international<br />

policy is based on interests <strong>and</strong> interests alone, <strong>and</strong> there<br />

is no consistency in it, so that the friend of today becomes<br />
