A copy <strong>of</strong> the certificate must also <strong>be</strong> provided <strong>to</strong> Council, attention Development Engineer,
prior <strong>to</strong> issue <strong>of</strong> any Final Certificate.
128. Prior <strong>to</strong> occupation, issue <strong>of</strong> an Occupation Certificate or issue <strong>of</strong> the Final Compliance
Certificate (and at the completion <strong>of</strong> works), the applicant shall <strong>to</strong> the Principal Certifying
Authority (PCA) certification from a registered surveyor that no structures are located over the
existing drainage pipeline and/or easement traversing the subject property. A copy <strong>of</strong> the
certification must also <strong>be</strong> provided <strong>to</strong> Council, attention Development Engineer, prior <strong>to</strong> issue
<strong>of</strong> any Final Certificate.
129. Prior <strong>to</strong> issue <strong>of</strong> the Occupation Certificate a maintenance regime shall <strong>be</strong> prepared for the
basement s<strong>to</strong>rmwater pump-out system and submitted <strong>to</strong> Principal Certifying Authority. The
regime shall specify that the system is <strong>to</strong> <strong>be</strong> regularly inspected and checked by qualified
practitioners.
130. Prior <strong>to</strong> issue <strong>of</strong> the Occupation Certificate a suitably qualified and consulting geotechnical
engineer is <strong>to</strong> provide certification <strong>to</strong> the Principal Certifying Authority that excavation and
construction <strong>of</strong> the basement level, including temporary and permanent shoring and retention
measures, have <strong>be</strong>en carried out :
a) According the relevant Australian Standards and guidelines, and
b) According <strong>to</strong> any approved Geotechnical report undertaken for the development, and
c) In a manner that ensures that the structural amenity <strong>of</strong> adjoining structures and property
is fully maintained.
131. Prior <strong>to</strong> issue <strong>of</strong> the Occupation Certificate, a complete record <strong>of</strong> geotechnical inspections,
testing and moni<strong>to</strong>ring with certifications as specified in the Report on Geotechncal
Investigation by Jeffery and Katauskas Consulting Engineers and the pr<strong>of</strong>essional
geotechnical input over the course <strong>of</strong> the works, must <strong>be</strong> compiled in report format and
submitted <strong>to</strong> the Principal Certifying Authority for approval.
132. Prior <strong>to</strong> occupation, issue <strong>of</strong> an Occupation Certificate or issue <strong>of</strong> the Final Compliance
Certificate, an easement for waste collection must <strong>be</strong> provided. This is <strong>to</strong> permit legal access
for Council, and Council’s contrac<strong>to</strong>rs, and their vehicles over the subject property for the
purpose <strong>of</strong> collecting waste from the property. The terms <strong>of</strong> the easement are <strong>to</strong> indemnify
Council and Council’s contrac<strong>to</strong>rs against damages <strong>to</strong> private land or property whilst in the
course <strong>of</strong> carrying out waste collection services. The terms <strong>of</strong> the easement are <strong>to</strong> <strong>be</strong> generally
in accordance with Council’s draft terms for an easement for waste collection.
133. Prior <strong>to</strong> occupation, issue <strong>of</strong> an Occupation Certificate or issue <strong>of</strong> the Final Compliance
Certificate (and at the completion <strong>of</strong> works), a closed circuit television (CCTV) inspection and
report on the Council drainage pipeline traversing the subject property is <strong>to</strong> <strong>be</strong> undertaken by
appropriate contrac<strong>to</strong>rs and provided <strong>to</strong> Council, attention Development Engineer. The report
is <strong>to</strong> include a copy <strong>of</strong> the footage <strong>of</strong> the inside <strong>of</strong> the pipeline. Any damage that has occurred
<strong>to</strong> the section <strong>of</strong> the pipeline since the commencement <strong>of</strong> construction on the site must <strong>be</strong>
repaired in full <strong>to</strong> the satisfaction <strong>of</strong> Council’s Development Engineer at no cost <strong>to</strong> Council.
