c<strong>on</strong>sidering running house <str<strong>on</strong>g>to</str<strong>on</strong>g>urs as opposed <str<strong>on</strong>g>to</str<strong>on</strong>g> ‘open days’ which require a large amount <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

volunteer time.<br />

Council has received a grant <str<strong>on</strong>g>to</str<strong>on</strong>g> look at key heritage properties and how they are managed and<br />

potential marketing opti<strong>on</strong>s across Ku-ring-gai.<br />

HAC recommended that the Tulkiyan Sub-Committee Report <str<strong>on</strong>g>be</str<strong>on</strong>g> received and noted.<br />

Potential Heritage Item Review<br />

Council <str<strong>on</strong>g>held</str<strong>on</strong>g> a <str<strong>on</strong>g>meeting</str<strong>on</strong>g> with the c<strong>on</strong>sultants working <strong>on</strong> the heritage item review. They expect <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

have the final report complete by late March <strong>2006</strong>. The delay in the finishing time is a result <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

them undertaking increased his<str<strong>on</strong>g>to</str<strong>on</strong>g>rical and background research in<str<strong>on</strong>g>to</str<strong>on</strong>g> each property.<br />

Once the final report is received, Council staff will need <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider how <str<strong>on</strong>g>to</str<strong>on</strong>g> proceed and <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure<br />

that all informati<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en submitted. The role <str<strong>on</strong>g>of</str<strong>on</strong>g> HAC in this process must also <str<strong>on</strong>g>be</str<strong>on</strong>g> clarified.<br />

Before Council can put the report <strong>on</strong> formal public exhibiti<strong>on</strong> as a draft LEP it must first <str<strong>on</strong>g>to</str<strong>on</strong>g> go the<br />

State Government for their approval that this process can <str<strong>on</strong>g>be</str<strong>on</strong>g>gin.<br />

Productivity Commissi<strong>on</strong> Report<br />

HAC expressed c<strong>on</strong>cern over the Productivity Commissi<strong>on</strong>s draft report’s recommendati<strong>on</strong>s<br />

particularly draft recommendati<strong>on</strong> 8.1 – which relates <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>servati<strong>on</strong> agreements. Much<br />

discussi<strong>on</strong> centred <strong>on</strong> the noti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the ‘balance <str<strong>on</strong>g>of</str<strong>on</strong>g> powers; which through the Commissi<strong>on</strong>’s draft<br />

recommendati<strong>on</strong>s will shift from government <str<strong>on</strong>g>to</str<strong>on</strong>g> private property owners. The c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> a balance<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> two situati<strong>on</strong>s was discussed, that <str<strong>on</strong>g>be</str<strong>on</strong>g>ing <str<strong>on</strong>g>be</str<strong>on</strong>g>tween private rights verus public obligati<strong>on</strong> (<str<strong>on</strong>g>to</str<strong>on</strong>g> protect<br />

heritage for the community).<br />

It was recommended that HAC endorse the Council’s Officers Report in resp<strong>on</strong>se <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

Productivity Commissi<strong>on</strong>’s draft recommendati<strong>on</strong> and support the existing State and local<br />

government heritage regime and the call for c<strong>on</strong>servati<strong>on</strong> incentives that are c<strong>on</strong>sistent with the<br />

current regime.<br />

HAC <str<strong>on</strong>g>meeting</str<strong>on</strong>g> dates<br />

Agreement was reached <strong>on</strong> the following dates:<br />
