Council’s resp<strong>on</strong>sibilities.<br />

There is currently <strong>on</strong>ly <strong>on</strong>e level <str<strong>on</strong>g>of</str<strong>on</strong>g> cutting frequency specified (13 cuts per year) in the c<strong>on</strong>tracts<br />

for each site. In normal situati<strong>on</strong>s this level <str<strong>on</strong>g>of</str<strong>on</strong>g> service is c<strong>on</strong>sidered <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> the absolute minimum<br />

standard that the community will accept. During periods <str<strong>on</strong>g>of</str<strong>on</strong>g> str<strong>on</strong>g growth <str<strong>on</strong>g>of</str<strong>on</strong>g> grass within some<br />

park locati<strong>on</strong>s and at most <str<strong>on</strong>g>of</str<strong>on</strong>g> the high pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile locati<strong>on</strong>s at these sites, as a direct c<strong>on</strong>sequence,<br />

community complaints regarding the level <str<strong>on</strong>g>of</str<strong>on</strong>g> service are received by Council. Staff have<br />

c<strong>on</strong>sequently reviewed each site <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that the service level and structure <str<strong>on</strong>g>of</str<strong>on</strong>g> service level<br />

delivery reflect the diversity <str<strong>on</strong>g>of</str<strong>on</strong>g> public expectati<strong>on</strong>, sustainability <str<strong>on</strong>g>of</str<strong>on</strong>g> ecological processes, land<br />

management objectives, community use and climatic variati<strong>on</strong>s.<br />

A num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> changes have <str<strong>on</strong>g>be</str<strong>on</strong>g>en implemented with regards <str<strong>on</strong>g>to</str<strong>on</strong>g> improving both the management <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

and the service delivery relating <str<strong>on</strong>g>to</str<strong>on</strong>g> these c<strong>on</strong>tracts over the last five years. These include proactive<br />

and random inspecti<strong>on</strong>s and quarterly liais<strong>on</strong> sessi<strong>on</strong>s with each service provider and the nominated<br />

c<strong>on</strong>tract supervisor. From this process a myriad <str<strong>on</strong>g>of</str<strong>on</strong>g> issues have <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified, refined, and <str<strong>on</strong>g>to</str<strong>on</strong>g> this<br />

point all service providers have dem<strong>on</strong>strated a positive and resp<strong>on</strong>sive approach.<br />

COMMENTS<br />

Following the withdrawal <str<strong>on</strong>g>of</str<strong>on</strong>g> Sterling Group, staff sought quotati<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> deliver the services<br />

previously provided by them until the comprehensive review <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>tracts could <str<strong>on</strong>g>be</str<strong>on</strong>g> completed.<br />

The existing c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs have <str<strong>on</strong>g>be</str<strong>on</strong>g>en maintained <strong>on</strong> a m<strong>on</strong>th by m<strong>on</strong>th basis <str<strong>on</strong>g>to</str<strong>on</strong>g> address the remaining<br />

two c<strong>on</strong>tracts.<br />

These service providers will c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> provide grass cutting services until the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

new c<strong>on</strong>tracts. A transiti<strong>on</strong> period is scheduled <str<strong>on</strong>g>to</str<strong>on</strong>g> commence from Septem<str<strong>on</strong>g>be</str<strong>on</strong>g>r <strong>2006</strong>. This allows a<br />

reas<strong>on</strong>able transiti<strong>on</strong>al period <str<strong>on</strong>g>to</str<strong>on</strong>g> the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> the summer growing seas<strong>on</strong>.<br />

Expressi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Interest (EoI)<br />

Staff advertised an EoI in the Sydney Morning Herald <strong>on</strong> Tuesday 27 June, Thursday 29 June and<br />

Saturday 1 July <strong>2006</strong> for the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> grass cutting services <str<strong>on</strong>g>to</str<strong>on</strong>g> the Ku-ring-gai local government<br />

area with a view <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake in a selective tender process from those c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs who have the<br />

experience, resources and capability <str<strong>on</strong>g>to</str<strong>on</strong>g> service Ku-ring-gai’s needs by EoI submissi<strong>on</strong>s. The EoI<br />

closes 2.30pm <strong>on</strong> <strong>18</strong> July <strong>2006</strong> (<str<strong>on</strong>g>be</str<strong>on</strong>g>ing a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 21 days from the advertised date <str<strong>on</strong>g>of</str<strong>on</strong>g> 27 June<br />

<strong>2006</strong>).<br />

Selective Tendering<br />

Seeking tenders from an open tender process is likely <str<strong>on</strong>g>to</str<strong>on</strong>g> result in submissi<strong>on</strong>s <str<strong>on</strong>g>be</str<strong>on</strong>g>ing received from a<br />

range <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs, including small opera<str<strong>on</strong>g>to</str<strong>on</strong>g>rs who clearly would not have the capacity <str<strong>on</strong>g>to</str<strong>on</strong>g> service<br />

c<strong>on</strong>tracts <str<strong>on</strong>g>of</str<strong>on</strong>g> this size.<br />

It is, therefore, c<strong>on</strong>sidered advantageous <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake a selective tendering process, seeking<br />

Expressi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Interest in the first instance, <str<strong>on</strong>g>to</str<strong>on</strong>g> identify those c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs who have the resources and<br />

capability <str<strong>on</strong>g>to</str<strong>on</strong>g> service Ku-ring-gai's needs. This process will allow potential organisati<strong>on</strong>s that can<br />
