Various suggestions <strong>of</strong> design changes The suggestions made have <strong>be</strong>en considered under the assessment <strong>of</strong> the application. The proposal has <strong>be</strong>en amended and conditioned <strong>to</strong> ensure minimal impacts <strong>to</strong> the adjoining development, including <strong>to</strong> the adjoining heritage item. Future development <strong>of</strong> the area ‘Should Ku-ring-gai Council accept this proposal…. then Council should approve the area bounded by Turramurra Avenue/ Wonga Wonga Street/ Ku-ring-gai Avenue/ Pacific Highway for similar such development.” This issue is not relevant <strong>to</strong> this application, but could <strong>be</strong> considered for any future amendments <strong>to</strong> the KPSO. Streetscape The impacts <strong>of</strong> the development in terms <strong>of</strong> streetscape area acceptable for the reasons given within the report. Building width The proposed building widths are acceptable in this instance for the reasons given within the main body <strong>of</strong> this report. CONSULTATION - WITHIN COUNCIL Consultation within Council was not considered necessary. Urban Design Council’s Urban Design Consultant, Mr Russell Olsson, made the following comments in relation <strong>to</strong> the originally submitted proposal and as amended: Original proposal: “Principle 1: Context SEPP 65: Good design responds and contributes <strong>to</strong> its context………Responding <strong>to</strong> context involves identifying the desirable elements <strong>of</strong> a location’s current character, or, in the case <strong>of</strong> precincts undergoing a transition, the desired future character as stated in planning and design policies. Ordinary Meeting <strong>of</strong> Council - 18 July 2006 3 / 9 15 TO 19 TURRAMURRA AVENUE AND 1 TO 1A WONGA WONGA STREET, TURRAMURRA Item 3 DA0068/06 7 July 2006 The proposed site is located two blocks north <strong>of</strong> Turramurra Shopping Centre, Turramurra Railway Station and the Pacific Highway. The site consists <strong>of</strong> five parcels <strong>of</strong> land known as 15, 17 and 19 Turramurra Ave and 1 and 1A Wonga Wonga St all <strong>of</strong> which are zoned 2(d3). The site is approximately 54.8m wide and 95.4m deep. The built form context is comprised <strong>of</strong> - • on the proposed site, five large single and two s<strong>to</strong>rey detached residential dwellings fronting both Turramurra Ave and Wonga Wonga St. • <strong>to</strong> the south <strong>of</strong> the proposed site a Schedule 7 heritage item which has frontages <strong>to</strong> Turramurra Ave and Nulla Nulla St. • <strong>to</strong> the north and east large detached residential dwellings predominately <strong>of</strong> two s<strong>to</strong>rey construction zoned 2(c2). • <strong>to</strong> the west predominately single s<strong>to</strong>rey detached residential dwellings with predominate zoning <strong>of</strong> 2(d3). The site and the surrounding area is characterised by established vegetation and 'bushland' setting consisting <strong>of</strong> mostly native trees. The site contains a num<strong>be</strong>r <strong>of</strong> significant trees that will <strong>be</strong> retained <strong>to</strong> maintain the established landscape character <strong>of</strong> the immediate area. The Residential 2 (d3) zoning <strong>of</strong> this site and adjoining sites establishes the future scale <strong>of</strong> development on these sites as <strong>be</strong>ing 5 s<strong>to</strong>reys maximum. The relationship <strong>to</strong> the future planned context is acceptable. Principle 2: Scale SEPP 65: Good design provides an appropriate scale in terms <strong>of</strong> the bulk and height that suits the scale <strong>of</strong> the street and the surrounding buildings. Establishing an appropriate scale requires a considered response <strong>to</strong> the scale <strong>of</strong> existing development. In precincts undergoing transition proposed bulk and height needs <strong>to</strong> achieve the scale identified for the desired future character <strong>of</strong> the area. Comment: The scale <strong>of</strong> the proposed building is acceptable, as it complies with the height controls in LEP 194, and building length controls in DCP 55.
