PURPOSE OF REPORT<br />

For Council <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider opti<strong>on</strong>s in lieu <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed c<strong>on</strong>structi<strong>on</strong> works <str<strong>on</strong>g>of</str<strong>on</strong>g> a fire trail network in<br />

bushland <str<strong>on</strong>g>be</str<strong>on</strong>g>tween North Wahro<strong>on</strong>ga <str<strong>on</strong>g>to</str<strong>on</strong>g> North Turramurra.<br />

BACKGROUND<br />

In 2005 Council adopted the program <str<strong>on</strong>g>of</str<strong>on</strong>g> works accompanying the Envir<strong>on</strong>mental Levy. Within this<br />

were four projects <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>struct and upgrade Council’s fire trail network with a focus <strong>on</strong> the<br />

bushland area adjoining the Ku-ring gai Chase Nati<strong>on</strong>al Park. Most significant was c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

three secti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> fire trail <str<strong>on</strong>g>to</str<strong>on</strong>g> link Grosvenor Street North Wahro<strong>on</strong>ga <str<strong>on</strong>g>to</str<strong>on</strong>g> Bobbin Head Road North<br />

Turramurra. The indicative funding for these projects was estimated <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> $750,000 and would<br />

involve the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new secti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> fire trail, improvements <str<strong>on</strong>g>to</str<strong>on</strong>g> existing tracks and the<br />

c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> two bridges. The indicative timing <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> for the three secti<strong>on</strong>s was <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

occur <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the financial years 2005/06 <str<strong>on</strong>g>to</str<strong>on</strong>g> 2008/09.<br />

In Septem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2005 the services <str<strong>on</strong>g>of</str<strong>on</strong>g> a c<strong>on</strong>sultant was sought <str<strong>on</strong>g>to</str<strong>on</strong>g> investigate and provide a detailed<br />

survey, assessment and design specificati<strong>on</strong>s <strong>on</strong> the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> fire trail network. Council<br />

initially approached the commercial arm <str<strong>on</strong>g>of</str<strong>on</strong>g> the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Lands, Soil Services. Unfortunately<br />

after a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g>s and site inspecti<strong>on</strong>s, Soil Services was not able <str<strong>on</strong>g>to</str<strong>on</strong>g> commit <str<strong>on</strong>g>to</str<strong>on</strong>g> the project.<br />

Following this, three other c<strong>on</strong>sultants were approached, however, each declined the project. An<br />

advertisement was then placed in the Sydney Morning Herald <strong>on</strong> Saturday 1 and Tuesday 4 Oc<str<strong>on</strong>g>to</str<strong>on</strong>g><str<strong>on</strong>g>be</str<strong>on</strong>g>r<br />

2005, inviting the market <str<strong>on</strong>g>to</str<strong>on</strong>g> express their interest in this phase <str<strong>on</strong>g>of</str<strong>on</strong>g> the project. Only <strong>on</strong>e resp<strong>on</strong>se<br />

was received that later withdrew. Further discussi<strong>on</strong>s with a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> civil works c<strong>on</strong>trac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs led<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the release <str<strong>on</strong>g>of</str<strong>on</strong>g> seven briefs <str<strong>on</strong>g>to</str<strong>on</strong>g> civil engineering related firms. Only two resp<strong>on</strong>ded, neither <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

which had experience in fire trail design and specificati<strong>on</strong>s. Forestry NSW were then c<strong>on</strong>tacted <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

determine if they had used any external c<strong>on</strong>sultants or were interested in assisting Council in this<br />

project. Whilst they declined, they did recommend LandVisi<strong>on</strong> Soluti<strong>on</strong> Pty Ltd. A <str<strong>on</strong>g>meeting</str<strong>on</strong>g> was<br />

<str<strong>on</strong>g>held</str<strong>on</strong>g> with this company <strong>on</strong> 4 Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2005, after which they were engaged <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake the<br />

necessary survey, assessment and design.<br />

The design specificati<strong>on</strong>s and annotated diagrams were finalised <strong>on</strong> 31 March <strong>2006</strong> and<br />

incorporated in<str<strong>on</strong>g>to</str<strong>on</strong>g> the standard AUS-SPEC #3 tender document. Tenders were invited through the<br />

Sydney Morning Herald <strong>on</strong> 8, 11, 12 April <strong>2006</strong>. As part <str<strong>on</strong>g>of</str<strong>on</strong>g> the tender process a site <str<strong>on</strong>g>meeting</str<strong>on</strong>g> for<br />

interested tenderers was <str<strong>on</strong>g>held</str<strong>on</strong>g> <strong>on</strong> 26 April <strong>2006</strong> at Golden Jubilee Oval. A fee <str<strong>on</strong>g>of</str<strong>on</strong>g> $110.00 was<br />

charged for the purchase <str<strong>on</strong>g>of</str<strong>on</strong>g> the tender and 20 copies <str<strong>on</strong>g>of</str<strong>on</strong>g> the document were purchased.<br />

COMMENTS<br />

Twelve tenders were received in accordance with the tendering requirements. Ten were found <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

complying and two n<strong>on</strong>-complying.<br />

In assessing tenders, the following weighted criteri<strong>on</strong> was used:<br />
